Recently, General Secretary To Lam emphasized the policy of developing healthcare, enhancing public health care, aiming at the goal of free hospital treatment for all people. The ultimate goal of these policies is to ensure that all Vietnamese people have a prosperous and happy life.
At the regular Government Press Conference on May 6, Deputy Minister of Health Tran Van Thuan affirmed that the General Secretary's direction is a great and humane policy, demonstrating the superiority of our regime in caring for people's health. The General Secretary's direction is not only a long-term strategic orientation but also a goal that the health sector is interested in implementing.
Deputy Minister Tran Van Thuan said that free hospital fees is a policy that touches the hearts of millions of people.
The implementation of this policy will bring many positive effects: Increasing access to health services, proactive disease prevention, reducing financial burden on people, thereby increasing opportunities to escape poverty, and improving the quality of human resources.

“Better people's health means higher labor productivity, directly contributing to GDP growth, reducing the risk of economic lag, ensuring social equity, increasing access for disadvantaged groups, reducing the gap between rich and poor, meaning that investment in health will bring long-term and sustainable results,” the Deputy Minister of Health stated.
Accordingly, the Ministry of Health aims for 2026-2030: 90% of people will have full access to preventive medicine to control diseases, vaccination, reproductive health check-ups, maternal and child health, mental health, disease risk screening, chronic disease management, general medical examination and treatment, right from the grassroots level.
In addition, 100% of people receive regular health check-ups at least once a year, have an electronic health book created to manage their health throughout their lives, live in a clean, green environment, and have a reasonable diet, especially for the elderly, disabled, and disadvantaged.
The Deputy Minister of Health also mentioned increasing the budget to support the purchase of health insurance cards, striving for 100% of the population to have health insurance while expanding the scope of health insurance benefits, gradually reducing the proportion of people's payments in total spending on health services.

In the immediate future, the Law amending and supplementing a number of articles of the Law on Health Insurance (2024) taking effect on July 1, 2025 has provided more support for people.
The Deputy Minister of Health said that the Ministry is drafting a circular to submit to the Government for promulgation of regulations on the list, rates and conditions for payment of drugs, equipment and medical services in the direction of providing free of charge for some special subjects and policy subjects.
In addition, the health sector will also strengthen inspection and strictly control the situation of health insurance fraud, causing waste of resources./.
