In 2025, Quang Ninh province adopted the theme "Breakthrough in economic development, creating momentum for a new term." In the context of having just suffered heavy damage from Typhoon Yagi (Typhoon No. 3), Quang Ninh's agricultural sector is determined to overcome difficulties and seize new development opportunities. A reporter from the Quang Ninh Provincial Media Center interviewed Mr. Nguyen Minh Son, Director of the Department of Agriculture and Rural Development, on this matter.

- Regarding Quang Ninh, in your opinion, what are the foundations and basis for the province's agricultural sector to be ready to "join the game," achieve, and surpass the specific targets set by the sector?

As is known, in 2024, due to severe damage from Typhoon No. 3 (Yagi), agricultural, forestry, and fisheries production targets, although not meeting the initial plan targets, exceeded the adjusted growth scenario targets. The GRDP growth for agriculture, forestry, and fisheries for the whole year reached 0.08%, an increase of 0.04% compared to the adjusted growth scenario target. Specifically, in the crop sector, the planted area of ​​annual crops reached 62,922 hectares; grain production reached 212,055 tons. In the livestock sector, the buffalo herd numbered 24,046, the cattle herd 24,284, the pig herd 269,875, and the poultry flock 5,693 thousand; the output of live meat for slaughter reached 102,987 tons. In the forestry sector, the area of ​​concentrated forest planting reached 15,272.3 hectares, and the output of harvested timber from planted forests reached 1,152,291 cubic meters. In the fisheries sector, the total fisheries output is estimated at 166,044 tons.

The agricultural economy has developed in a sustainable and efficient direction, with large-scale commodity production and increased application of high technology. This is demonstrated by Quang Ninh's development of many concentrated production areas, the formation and maintenance of organic farming areas, and areas with assigned farming codes. This year, there has been an increasing number of agricultural farming models in greenhouses and polytunnels, applying insect monitoring systems and water-saving irrigation. The mechanization rate in farming has reached over 80%. In 2024, the high-tech pig farming project in Quang Son commune, Hai Ha district (Greentech Company) imported 562 pigs and is in the process of importing another 1,661 pigs (1,650 sows and 11 boars), bringing the total import to 2,223 pigs. Along with this, the province has established 162 new agricultural cooperatives, raising the total number of agricultural cooperatives in the province to 710.

The fisheries sector is developing sustainably, with a focus on marine aquaculture. The province has approximately 32,092 hectares of inland aquaculture and about 10,200 hectares of marine aquaculture. There are 11,252 aquaculture establishments. In early April 2024, Quang Ninh successfully organized a Marine Aquaculture Conference, attracting 74 organizations and individuals (30 enterprises and 44 cooperatives) to research and invest in marine aquaculture, proposing marine aquaculture projects. Alongside this, in 2024, the forestry sector will develop sustainably, focusing on protecting, managing, and using forests sustainably, improving the economic efficiency of forests, and especially achieving high results in the new rural development program, maintaining the achievements of new rural development and closely linking it with the urbanization process, contributing to improving the quality of life for the people and narrowing regional disparities. Currently, the province has 91/91 communes meeting the standards for New Rural Development, 54/91 communes meeting the standards for advanced New Rural Development, and 25/91 communes meeting the standards for model New Rural Development; 13/13 district-level units have met/completed the tasks of building New Rural Development, and 5/7 districts have met the criteria and indicators for advanced New Rural Development, with Dam Ha and Tien Yen being the first two districts in the country to be recognized by the Prime Minister as advanced New Rural Development districts.

- Could you please outline the direction, tasks, and solutions for agricultural development in 2025?

+ 2025 is a year of special significance, the final year of the 2021-2025 five-year plan; a year of many important anniversaries of the Party, the country, and the nation; a year of Party congresses at all levels, the 16th Provincial Party Congress leading up to the 14th National Party Congress, ushering in a new era, an era of national progress. This is also the year we anticipate that the global and regional situation, as well as non-traditional security issues such as epidemics, natural disasters, and climate change, will continue to face many difficulties, challenges, and unpredictable developments.

The Department of Agriculture and Rural Development is carrying out its tasks under conditions where it is focusing on implementing decisive and synchronized solutions to quickly recover and regain growth momentum after the consequences of typhoon number 3 (Yagi); Closely adhering to practical realities and forecasting the situation in 2025, implementing Resolution No. 31-NQ/TU dated December 2, 2024, of the Provincial Party Committee and Resolution No. 237/NQ-HĐND dated December 6, 2024, of the Provincial People's Council on the direction and tasks for 2025 and the theme of the year's work: "Breakthrough in economic development, creating momentum for the new term," as well as implementing Decision No. 3568/QĐ-UBND dated December 9, 2024, of the Provincial People's Committee on assigning targets for the socio-economic development plan for 2025, the overall goal of Quang Ninh's agricultural sector in 2025 is: To accelerate restructuring, quickly restore production, and improve the economic efficiency of agriculture after typhoon No. 3; to develop ecological agriculture, modern rural areas, and civilized farmers. The entire sector effectively implemented three national target programs linked to Resolution No. 06-NQ/TU dated July 15, 2021, of the Provincial Party Committee, focusing on consolidating and maintaining the achievements of building new rural areas, and implementing the construction of advanced and model new rural areas throughout the province. Specialized units of the agricultural sector restructured and supplied plant and animal breeds ensuring origin and quality, developing sustainable, efficient agriculture on a large scale of commodity production, strengthening linkages along the value chain, increasing the added value and economic efficiency of OCOP products; and developing high-tech agricultural zones in Dong Trieu, Dam Ha, and Tien Yen. The agricultural sector also continued to effectively implement Directive No. 13-CT/TU dated August 10, 2021, of the Provincial Party Committee Standing Committee, linked to combating IUU fishing in the province; and promptly allocated marine aquaculture areas according to the plan, ensuring transparency and openness. Focus on forest restoration after typhoon No. 3 based on reviewing and adjusting the planning of the three types of forests to suit practical conditions; concentrate on planting large timber trees (ironwood, mahogany, teak, cinnamon, etc.) and some suitable tree species (bamboo, fruit trees, medicinal plants, etc.) in accordance with Resolution No. 19-NQ/TU dated November 28, 2019 of the Provincial Party Committee; increase the area of ​​certified forests; promote economic development under the forest canopy associated with ecotourism.

In particular, by 2025, Quang Ninh's agricultural sector will attract investment and improve the efficiency of deep processing of forestry and aquatic products through various means, using this as a breakthrough solution to accelerate the value of the sector. Specific targets for each product sector will be: Striving for a 3% growth rate of the entire sector's GRDP; a total annual crop planting area of ​​approximately 62,221 hectares, with a grain production of 215,860 tons; a total livestock and poultry population of 5,852,500 head; a meat production of 103,000 tons; a concentrated forest planting area of ​​31,847 hectares, including 2,724 hectares of protective forests and 29,123 hectares of production forests; a timber harvesting output of 1,058,660 m³ from planted forests; a forest cover rate exceeding 42%, and improved forest quality. The total aquatic product output was 175,000 tons, including 77,000 tons from fishing and 98,000 tons from aquaculture.
