On March 19, the owner of the fishing vessel with license plate QN-90158-TS, which was operating in the waters of Ha Long, was fined by the authorities for the following violations: Expired fishing license and failure to re-register the fishing vessel. According to Mr. Dinh Cong Hien, Head of the Resources Management Department, Department of Fisheries (Department of Agriculture and Environment), for this violation, after 7 days of recording the violation, on March 26, the Inspectorate of the Department of Agriculture and Environment will issue a decision to impose a fine of 32 million VND; at the same time, issue a notice to the locality where the vessel owner is a resident, and coordinate with the authorities to resolutely not let the fishing vessel go into the sea to conduct fishing without completing the missing procedures.

Mr. Do Dinh Minh, Head of the Fisheries Sub-Department (Department of Agriculture and Environment) said: After a period of time when the province, industry and localities stepped up support for fishing vessel owners to overcome the violations of "2 no's" and "3 no's", the Sub-Department is now strengthening inspection, review and strict handling of intentional violations, determined to minimize violations of non-registration, non-inspection, non-fishing license, gradually overcoming IUU recommendations (illegal, unreported and unregulated fishing).

According to regulations, to conduct KTTS in fishing grounds, including Quang Ninh fishing grounds, fishing vessels with a length of 6 - 12m must register and have a seafood exploitation license; for fishing vessels over 12m, they must complete 3 procedures: registration, inspection and KTTS license.

According to the report of the Department of Agriculture and Environment, by the end of February, the whole province had 6,217 fishing vessels, of which 1,898 fishing vessels under the management of the People's Committees at the commune level were less than 6m in length (not required to be registered, inspected, or granted a fishing license, etc.); 3,570 fishing vessels with a length from 6 to under 12m were managed by the district level (required to be registered, inspected, or granted a fishing license); 749 fishing vessels under the management of the People's Committees at the provincial level were 12m or longer (required to be registered, inspected, or granted a fishing license). Previously, based on Circular 06/TT-BNN&PTNT dated May 6, 2024 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Rural Development) and Notice No. 107/TB-UBND dated June 27, 2024 of the Provincial People's Committee on the announcement of the list of fishing vessels with the largest length of less than 6m and not yet officially registered in Quang Ninh province, in 2024, localities with fishing fleets and the Department of Agriculture and Rural Development have increased information to fishing vessel owners; supported ship owners in carrying out procedures for registration, inspection and issuance of fishing licenses according to the new cycle and extension of fishing licenses for fishing vessels under their authority; Strengthen control as well as speed up the completion of mandatory procedures for offshore fishing vessels to ensure regulations, the goal of eliminating "2 no's" and "3 no's" fishing vessels in the area. However, due to many reasons, as of early 2025, the whole province still has over 1,075 vessels without fishing licenses, 676 unregistered, and 4 uninspected vessels.

According to the analysis of the Department of Fisheries, some coastal localities have not really taken a thorough approach to implementing registration, inspection and licensing procedures, along with many fishing vessels having expired their quotas or some vessel owners arbitrarily changing engines or converting them..., more importantly, the fishing vessel owners have not raised their awareness of complying with regulations.

Mr. Do Dinh Minh, Head of the Department of Fisheries (Department of Agriculture and Environment) affirmed: In this context, the Department of Fisheries advises the Department of Agriculture and Environment to strengthen inspection and handling, resolutely not allowing fishing vessels with "2 no's" and "3 no's" to operate in fishing grounds of the province; at the same time, coordinate with other provinces and cities to strictly manage fishing vessels violating the "2 no's" and "3 no's" violations.

Currently, the Fisheries Sub-Department is advising the Department of Agriculture and Environment to report to the Provincial People's Committee to continue directing and clarifying the responsibilities of the People's Committees of localities when failing to complete the set goals in eliminating "3 no" fishing vessels; at the same time, it will also advise on organizing simultaneous campaigns to strictly handle fishing vessels that deliberately do not register and inspect but still delay operating at sea...
