According to the report of the Provincial Party Committee, Quang Ninh's economy has achieved a number of important results since the beginning of the year. It is expected that some growth targets for the whole year of 2025 will increase compared to the same period in 2024 and the plan set at the beginning of the year. Currently, the preliminary GRDP growth rate for the first 9 months is estimated to increase by 11.66%, towards the annual target of 14% according to Resolution No. 259/NQ-HDND dated February 26, 2025. The agricultural, forestry and fishery sector recorded outstanding results when maintaining 5/5 annual production targets basically meeting the plan. Total grain output is estimated at 216,263 tons, reaching 100% of the plan and increasing by 1.8% over the same period. Output of fresh meat of all kinds is estimated at 104,760 tons, reaching 100% of the plan, increasing by 2.08% over the same period. Forest timber exploitation reached 1.058 million m³, reaching 100% of the plan; total aquatic product output reached 177,260 tons, reaching 100% of the plan and increasing by 4.98% over the same period. Of which, exploitation output reached 77,068 tons, down 8.95% but still fulfilling the plan; aquaculture output reached 100,192 tons, increasing sharply by 18.98%. Notably, Quang Ninh has been recognized by the Prime Minister for completing the task of building new rural areas by 2024, affirming its efforts in agricultural development associated with improving the quality of life in rural areas.

The industrial and construction sector continues to play a driving role, with clean coal output estimated at 44.7 million tons, completing 100% of the plan and increasing by 9.45% over the same period; electricity production output estimated at 36.7 billion kWh, achieving 100% of the plan, increasing by 4.59%. All 12/12 industrial processing and manufacturing projects in the 2025 plan have officially come into operation, including: Plastic product manufacturing and product assembly project of EVA Quang Ninh Precision Industry Co., Ltd.; Lioncore Vietnam 2 factory; Fujix Vietnam industrial product manufacturing factory; Phuc An blended fabric manufacturing project; Tamagawa Vietnam factory; Foxconn Quang Ninh FECV factory; VDL ETG Vietnam project; Yeh-Chiang Vietnam's heat dissipation and heat dissipation equipment factory project; Sunrise Wheel Vietnam's lightweight alloy wheel manufacturing project; Coremax Vietnam project; Solex High-Tech Industries Vietnam factory; and Sunrex Vietnam project. It is estimated that in 2025, 12 industrial products will reach and exceed the plan, including 9 industrial processing and manufacturing products such as cotton yarn, knitted fabric, smart bracelets, TVs - TV screens, speakers - headphones, vehicles of all kinds, electric bicycles, PVC plastic floor panels, cars; and 3 traditional industrial products including vegetable oil, various types of flour, and cement. Three industrial processing and manufacturing products facing difficulties include Vinyl Times floor panels, silicon panels, and solar panels due to the US tariff policy. The province is continuing to resolve these difficulties, striving to complete the highest production plan in 2025.
The service sector continued to maintain positive growth momentum, with the total number of tourists estimated at 21.28 million, fulfilling 100% of the plan and increasing by 12% over the same period; tourism revenue reached at least VND57,000 billion, exceeding the plan and increasing by 22.46%. Total import-export turnover reached 8.68 billion USD, of which exports reached 4.12 billion USD (up 16.5%) and imports reached 4.56 billion USD (up 25.9%).

State budget revenue continues to be a bright spot in Quang Ninh's economic picture. As of November 10, 2025, total budget revenue reached VND 70,106 billion, equal to 127% of the central budget estimate, 122% of the provincial budget estimate and increased by 58% over the same period. Of which, domestic revenue reached VND 55,875 billion, equal to 149% of the central budget estimate, 141% of the provincial budget estimate and increased by 94% over the same period; domestic revenue after excluding land revenue reached VND 29,290 billion, equal to 89% of the estimate, increased by 16% over the same period. Revenue from import-export activities reached VND 14,231 billion, equal to 80% of the estimate and decreased by 7% over the same period. Estimated for the whole year, total budget revenue reached VND 82,235 billion, equivalent to 149% of the central budget estimate, 143% of the provincial budget estimate and increased by 53% over the same period. Of which, domestic revenue is estimated at VND 64,435 billion (equal to 172% of the central budget estimate, 163% of the provincial budget estimate, increased by 82% over the same period); import-export revenue is estimated at VND 17,800 billion, equal to 100% of the budget estimate and decreased by 3% over the same period. Total budget expenditure up to November 10, 2025 reached VND 20,713 billion.
From now until the end of 2025, departments, branches and localities will continue to focus on implementing drastically and synchronously the identified solutions and tasks, ensuring progress and quality of each target. The province requires each sector and unit to closely follow the targets, proactively remove difficulties, make good use of the remaining growth potential in the last month of the year, and strive to comprehensively complete all socio-economic development targets of 2025.
Entering 2026, in the context that the whole country officially enters the economic growth period striving to reach 10%/year or more, the requirements for Quang Ninh are even higher. In addition to maintaining and promoting traditional economic sectors, the province determined that it is necessary to proactively form new growth drivers, while closely following the resolutions and major orientations of the Central Government. The main targets for 2026 are determined to include: GRDP growth rate reaching 14%; the proportion of processing and manufacturing industry in GRDP reaching over 17%; the proportion of digital economy in GRDP reaching over 12%; the contribution of the private economy in GRDP reaching 40%; the contribution of total factor productivity (TFP) reaching 51%; total social investment capital increasing over 12%; Total state budget revenue is not less than 73,900 billion VND, of which domestic revenue is not less than 56,400 billion VND, import-export revenue reaches 17,500 billion VND; labor productivity growth rate reaches over 12%; at least 2,000 new enterprises are established; urbanization rate reaches over 75%.
The results achieved in 2025 and clear orientation for 2026 demonstrate Quang Ninh's determination to maintain high, comprehensive and sustainable growth, making an important contribution to the overall growth of the country.
