Speaking at the ceremony, the leader of Noi Bai commune affirmed that Thach Loi communal house is a priceless cultural heritage, the pride of local people, ranked as a national architectural and artistic relic according to Decision No. 77/2006/QD-BVHTT of the Ministry of Culture and Information.
Built in the late 18th century, the communal house has a main hall of about 360 square meters, located in an area of more than 10,500 square meters, worshiping Saint Tam Giang and Saint Giong.
Before 1947, Thach Loi communal house had a majestic scale with a main hall, a front hall, two rows of left and right wings and a unique ancient rear palace, which was a typical architecture of communal houses in the late Le - early Nguyen period. However, through war and time, the relic only had one original item left, the main hall, which was seriously degraded; many spontaneous constructions did not meet the cultural needs of the community.

The project to renovate and embellish Thach Loi communal house has a total investment of 35.4 billion VND from the city budget. The project includes renovating the main communal house; building new ceremonial gates, left and right houses, toilets, and a votive offering shrine; demolishing inappropriate items; renovating the entire infrastructure system, yard, roads, trees, lakes, water supply and drainage, electricity, fire prevention and fighting, etc.
According to the Management Board of Noi Bai Commune Infrastructure Investment Project, the project started on November 26, 2024 with a construction period of 350 days. During the construction process, the relevant units strictly complied with the requirements of the Law on Cultural Heritage, maximally preserving the original elements and usable components; all wooden components were strictly inspected and accepted before installation.
With a high sense of responsibility, the construction units completed the project 33 days ahead of schedule, shortening the time by 9.4% and saving 2.3 billion VND (6.5% of the cost). On November 28, 2025, the Hanoi People's Committee issued Decision No. 5933/QD-UBND recognizing this as a project to celebrate the 11th National Patriotic Emulation Congress and the 14th National Congress of the Party.

Ninh Mon Communal House is a city-level historical and artistic relic, worshiping Cao Son Dai Vuong, Nghiem Son and Thanh Mau. These are the gods with great merit in the legends of the Hung King period and were conferred and protected by feudal dynasties.
Besides its religious value, Ninh Mon communal house is also a red address of the local revolutionary movement: the secret meeting place of the first Party cell in Bo Linh commune; the headquarters of the Kim Anh district administrative resistance committee in the period 1948-1949; the place of activities and meetings of local guerrillas in the resistance war against the French; and was chosen as the place to evacuate equipment of the E921 Air Force Regiment in the years 1967-1969.
This restoration project contributes to the restoration of traditional architectural features such as trusses, traditional materials, panel door systems, and folk art-style components, creating a purely Vietnamese space in harmony with the relic landscape. The total investment for the Ninh Mon communal house restoration project is 16 billion VND, from the city budget.
Speaking at the ceremony of attaching the plaque to the two projects, Chairman of Noi Bai Commune People's Committee Ho Viet Hung praised the Project Management Board, construction contractors, consultants and supervisors; and at the same time expressed deep thanks to the Monument Protection Subcommittee and the people of Thach Loi village for accompanying and supporting throughout the project implementation process.
Chairman of Noi Bai Commune People's Committee Ho Viet Hung emphasized that the completion of the project is the first step in the journey of preserving and promoting the value of the relics of Thach Loi and Ninh Mon communal houses. Noi Bai Commune continues to coordinate with departments, offices, functional units and local people to manage, preserve and turn the relics into a spiritual support, a place to educate historical and cultural traditions for the younger generation in the commune.
