In the spirit of equality, friendship and frankness, the delegations of the two sides jointly summarized the achievements in the work of coordinating border management and protection from December 2024 to present; at the same time, reached common perceptions in the work of border management and protection in the coming time with the following contents: The two sides will continue to thoroughly implement the "16-word motto" and "4-good spirit", inherit the close friendship between the leaders of the two Parties, the two States and the two sides' military forces, promote the comprehensive strategic cooperation relationship to develop more and more stably. Closely coordinate in the work of managing and protecting the border, national border lines, national border markers, maintain strict implementation of 3 legal documents on the Vietnam - China land border; Border cooperation agreement between the Ministry of National Defense , Socialist Republic of Vietnam and the Ministry of National Defense, People's Republic of China signed on October 24, 2024 and common perceptions reached through many meetings at all levels, maintaining stability, security and order in the border area, creating a favorable environment to promote economic, cultural and social development, improving people's lives. Along with that, thoroughly grasp and implement the bilateral cooperation mechanism reached through many meetings, especially implementing information exchange mechanisms through hotlines, periodic and ad hoc meetings, etc.

The two Heads of Delegation signed the Memorandum of Understanding of the 16th Talks in the presence of delegates from both sides.

The two sides agreed to direct their subordinate units to continue to coordinate in organizing bilateral border patrol activities according to the Plan determined in the Minutes of the 13th Meeting signed on April 23, 2018 in Di Lac city, Hong Ha province (China), improving the effectiveness of border management and protection. Strengthening supervision of construction activities on the border must ensure compliance with the provisions of the Agreement on land border management regulations between Vietnam and China and related agreements; promptly exchanging information, coordinating to resolve incidents and events occurring on the border appropriately, in accordance with the law, without complicating the situation.

Agreed to maintain the exchange and consultation activities of the Border Representatives according to the Border Cooperation Agreement between the Ministry of National Defense, Socialist Republic of Vietnam and the Ministry of National Defense, People's Republic of China; actively advise local authorities to open more pairs of border markets and restore the operation of traditional border crossings, creating conditions for border residents of both sides to exchange friendship, visit relatives, exchange agricultural products, promote economic , cultural and social development of the border between the two sides. Continue to maintain the mechanism of periodic meetings and consultations between the Border Guard Stations/Vietnam and the Kim Binh Area Meeting and Consultation Station/China every 6 months, chaired by the two sides in turn. Regularly maintain the exchange mechanism, direct hotline communication between the Border Guard stations and stations according to the content agreed by the two sides, ensuring that information is communicated promptly when situations arise...
