Ca Mau: Slow procedures, hospital worth over 3,300 billion VND cannot start construction

The investment project to build the Ca Mau General Hospital with 1,200 beds and a total investment of more than VND3,300 billion cannot start as planned due to delays in preparing documents and procedures.

On October 21, the Ca Mau Provincial Construction Project Management Board (PMU) said that it could not start construction of the main block of the Ca Mau General Hospital Project in 2023 as planned, even though the site had been cleared.

Currently, the main building, psychiatric building, infectious disease building, psychiatric building, technical building, family accommodation, mortuary... have been submitted to the Department of Construction Management and the Department of Construction Economics ( Ministry of Construction ) for appraisal. The technical system items continue to complete the documents to send to the design appraisal unit for construction drawings and estimates, expected in early November 2023.

According to Mr. Nguyen Minh Nhan, Director of the Construction Project Management Board of Ca Mau province, to speed up the progress of reviewing the design and construction drawing estimates, the board has assigned permanent professional staff in Hanoi so that in case the Department of Construction Management and the Department of Construction Economics have additional requests or project-related issues, they can handle them promptly.

In addition, the technical regulations on fire prevention and fighting are constantly changing, the regulations issued later replace the previous regulations without any transition, causing difficulties. The consulting unit has not been able to grasp, research, and apply them in time, leading to many errors in the design documents, having to return the documents many times, affecting the time for reviewing fire prevention and fighting and evaluating the design documents.

Meanwhile, because the main construction block of the project cannot start in 2023, the investor proposed to reduce 260 billion VND (out of the total allocated capital of 370 billion VND) of the 2023 capital plan and transfer it to another project.

Previously, at the meeting to review and adjust the public investment capital plan for 2023, Chairman of the People's Committee of Ca Mau province Huynh Quoc Viet requested the Construction Project Management Board to seriously learn from experience due to delays in preparing documents and procedures; focus human resources and minimize working time, proactively coordinate with specialized units under the Ministry of Construction, promptly complete documents and procedures to organize bidding to select contractors.

The investment project to build the 1,200-bed Ca Mau General Hospital was approved by the 9th term People's Council of Ca Mau province at the 12th session (July 2020). This is a group A project with a total investment of 3,322 billion VND, implementation period 2020-2025. The construction site is in Ward 6, Ca Mau City, with the Construction Project Management Board as the investor.
