At a meeting between Deputy Prime Minister Pham Gia Tuc and the Ministry of Industry and Trade and other relevant ministries and agencies on the implementation and distribution of E10 bioethanol fuel, held on June 2nd, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan provided an updated report on the consumption of E10 fuel nationwide after its mass launch on June 1st.

According to the Ministry of Industry and Trade, on the first day the whole country switched to distributing E10 gasoline, consumption was basically equivalent to that of conventional gasoline.

Specifically, the total consumption of bioethanol fuel nationwide is approximately 29,000 m3/day (compared to an average consumption of 32,000 m3/day of conventional gasoline), as some gas stations are still using up their remaining stock of conventional gasoline.

After a day of implementing the E10 biofuel transition, the supply of E10 gasoline nationwide has basically proceeded smoothly, with a secure supply and a stable distribution system.

The Ministry of Industry and Trade has initially noted a positive response from the public and transportation businesses. Consumers generally agree with the policy of using biofuels to contribute to environmental protection and reduce emissions. Petroleum businesses have proactively organized supply to meet market demand, preventing disruptions or shortages.

To date, the supply of base gasoline and ethanol is ensured, blending capacity meets requirements, and the distribution system has completed its conversion; the entire market is supplied with E5 and E10 gasoline, ensuring quality standards and regulations.

Since E10 gasoline has not yet been officially declared a widely available consumer product, businesses are currently determining the base price themselves. Observations at gas stations selling E10 gasoline show that prices are fully displayed according to regulations, and since the trial distribution began in August 2025, the price of E10 gasoline has consistently been lower than that of comparable conventional gasoline.

Currently, the Ministry of Industry and Trade is submitting a Resolution to the Government on the implementation of the E10 gasoline roadmap. According to this resolution, from June 1st, E10 gasoline will be designated as a petroleum product with a base price announced by the State, replacing RON 95-III mineral gasoline. Once the Resolution is issued, the Ministry of Industry and Trade will manage the price of E10 gasoline.

Deputy Minister Nguyen Sinh Nhat Tan stated that before implementing the roadmap for transitioning to E10 gasoline, the Ministry of Industry and Trade coordinated with ministries, sectors, localities, businesses, associations, and experts to conduct surveys, assess technical impacts, study international experiences, prepare supply sources, blending capacity, distribution infrastructure, and communication efforts.

Reporting at the meeting, leaders of the Vietnam National Petroleum Group ( Petrolimex ) stated that the company has implemented the sale of E10 gasoline across all of its more than 1,800 stores and over 1,400 franchised dealers. Petrolimex has invested in an E10 gasoline blending system with a capacity of approximately 7.7 million cubic meters per year, meeting not only the needs of its own system but also capable of supporting other businesses.

On behalf of the Vietnam Oil Corporation (PV OIL), a company representative emphasized that PV OIL, along with other domestic refineries, ensures the supply of base gasoline to the market; and has restored operations at the Dung Quat Biofuel Plant, gradually increasing capacity to meet the demand for ethanol used in blending E10 gasoline. PV OIL's blending system also has sufficient capacity to support other key businesses in deploying E10 gasoline.

The two businesses have requested that regulatory agencies promptly finalize technical standards for E10 gasoline and base gasoline, ensuring stability so that businesses can proactively develop import, blending, and supply plans from 2027; and review inspection and conformity assessment regulations to simplify administrative procedures and avoid overlapping in quality management.

In addition, Petrolimex and PV OIL requested that the State continue to pay attention to investing in logistics infrastructure and ports for receiving ethanol fuel; and to have mechanisms to support the development of domestic ethanol production.
