The Law on Teachers was passed by the 15th National Assembly at the 9th Session (June 2025) consisting of 9 chapters and 42 articles, effective from January 1, 2026.
Article 24 of the Law stipulates policies to support teachers, including: subsidy regimes according to the nature of work and by region; support for training and fostering; support for periodic health care and occupational health care; mobility allowances for teachers working in literacy, universal education , secondment, intensive teaching, inter-school teaching, teaching at school locations; other support policies for teachers according to regulations of the law on civil servants, labor law and other relevant legal regulations.
In addition to the above policies, teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio -economic conditions; teachers teaching in specialized schools; teachers implementing inclusive education; teachers teaching ethnic minority languages; teachers teaching Vietnamese language enhancement for ethnic minority students; teachers teaching gifted subjects and arts are entitled to a number of support policies in the following policies:
Rent official housing in accordance with the provisions of the law on housing or be guaranteed collective housing when working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions. In case collective housing or official housing cannot be arranged, housing rental support shall be provided at the level of support for renting official housing in accordance with the provisions of law;
Supported with payment of travel expenses during working time in areas with especially difficult socio-economic conditions according to the provisions of law;
Allowance and subsidy regime according to the subject.
The Law also stipulates that localities and educational institutions have policies to support teachers to ensure their lives and professional development in accordance with the practical conditions and financial resources of the locality and educational institution.
In addition to support policies, the 2025 Law on Teachers also stipulates policies to attract and promote teachers such as: priority in recruitment and reception; salary, allowances; training and fostering; planning and appointment; working conditions, working equipment; welfare and other policies according to the provisions of law.
Beneficiaries of the policy of attraction and promotion include: highly qualified people, talented people, people with special gifts, people with high vocational skills; people working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions; teachers performing teaching, education and scientific research tasks in a number of key and essential fields according to the needs of socio-economic development.
