In the period of 2019 - 2024, the economic situation and life of ethnic minorities in the province remain stable, social security is ensured; national border sovereignty is maintained. Ethnic minorities are excited and confident in the leadership of the Party and the State's policies and laws; always uphold the spirit of solidarity, promote internal resources, actively work and produce to improve and raise their living standards, gradually reduce the development gap of ethnic minorities with other regions in the province. Policies, programs, projects, focusing on National Target Programs (NTPs) are implemented quite synchronously, bringing practical results. Many activities to care for the material and spiritual needs of ethnic minorities are being implemented with attention.
Average income per capita in 2019 reached 43.4 million VND, estimated to reach 61.9 million VND by the end of 2024; average poverty reduction rate reached over 2.9%/year; poverty rate of the province in 2019 was 10.89% (according to multidimensional poverty standards for the period 2016 - 2020). By the end of 2024, it is estimated to decrease to 4.02% (according to multidimensional poverty standards for the period 2021 - 2025), achieving the set target.
Speaking at the Congress, Minister and Chairman of the Ethnic Committee Hau A Lenh acknowledged and commended the results that the Party Committee, government and people of all ethnic groups in Lang Son province have achieved in recent times.

Focus on building and consolidating the grassroots political system in ethnic minority and mountainous areas, especially in border communes and extremely difficult areas, speed up the progress of eliminating temporary and dilapidated houses for policy beneficiaries, poor and near-poor households to ensure the completion of the goals set by the Government.

Speaking at the Congress, Mr. Hoang Van Nghiem - Standing Deputy Secretary of Lang Son Provincial Party Committee said: Lang Son is a mountainous and border province, with a population of over 812 thousand people, ethnic minorities account for 83.91% of the province's population, including 7 main ethnic groups, including: Nung, Tay, Kinh, Dao, San Chay, Hoa, Mong living together, in harmony, closely attached for a long time, having gone through thousands of years of solidarity, love, sharing, building and protecting the homeland of Lang Son, creating heroic historical traditions and beautiful, sustainable cultural identity.
In the period of 2019 - 2024, the socio-economic context of the country in general and Lang Son province in particular still faces many difficulties and challenges, especially the complicated developments of the COVID-19 pandemic, and most recently the severe devastation of storm No. 3 (storm Yagi) and the post-storm circulation caused great damage to people and property of ethnic minorities in the province... However, with the attention of the Party and State, under the leadership and direction of Party committees and authorities from the province to the grassroots level, along with the solidarity, efforts and struggles of ethnic minorities in the province, the socio-economic situation and the lives of ethnic minorities have had new developments.
According to Mr. Hoang Van Nghiem, although important achievements have been made, the living conditions of ethnic minorities in general still face many difficulties. The poverty rate among ethnic minorities is still high, this is still the core of poverty; the poverty reduction results are not really sustainable, the risk of falling back into poverty is still high. Although infrastructure has been invested in, traffic to some villages and hamlets has not been synchronously solidified; the system of irrigation works has not fully met the needs of proactive irrigation for agricultural production...
Mr. Hoang Van Nghiem asked the delegates attending the congress to propose solutions to overcome, continue to innovate, improve the quality and effectiveness of ethnic work, further promote the role of ethnic minorities in patriotic emulation movements, socio-economic development, sustainable poverty reduction, new rural construction, protection of national border sovereignty...
The Congress adopted a Resolution Letter with many important targets and tasks towards welcoming Party Congresses at all levels and the 14th National Congress of the Party.
