Minister of the Interior: Basically smooth after 2 weeks of operating the 2-level government

According to the Minister of Home Affairs, after about two weeks of operating the two-level government, the initial steps have been quite smooth and successful, without any major interruptions, problems, or issues.

On July 13th, in Can Tho City, Prime Minister Pham Minh Chinh, along with a government delegation and leaders from various ministries, sectors, and localities, reviewed the implementation of the two-tiered local government model, the progress of key transportation projects, and the sustainable development plan for 1 million hectares of specialized rice cultivation in the Mekong Delta.

Speaking at the conference, Minister of Home Affairs Pham Thi Thanh Tra stated that the Government and the Prime Minister have thoroughly and comprehensively implemented the Party's, Politburo 's, and Secretariat's policies to reorganize the apparatus and operate the two-tiered local government system.

On July 1st, the two-tiered local government system officially came into operation. After about two weeks of operation, according to the Minister of Home Affairs, it has many outstanding advantages. Localities nationwide have demonstrated good understanding and implementation in a timely, active, and thorough manner, basically meeting the requirements; and have promptly stabilized and reorganized the administrative apparatus.

In addition, the comprehensive review and resolution of policies and regulations for officials, civil servants, and public employees who have resigned or left their jobs, as well as the improvement of functions and tasks, and the implementation of decentralization, delegation of power, and delineation of authority from the central to local levels, have been carried out very proactively.

The exemplary, responsible, and leading spirit of local leaders, from the Party Secretary to the Chairman of the Provincial People's Committee, has led to great efforts and intense focus on resolving obstacles, aiming for the highest goal of caring for and serving the people.

"From the testing phase to the official implementation of the two-tiered local government system, there have been many good and innovative approaches. We can affirm that the initial results have been quite smooth and successful, without any major interruptions, obstacles, or problems arising during operation," the Minister affirmed.

However, according to the Minister, some difficulties remain, such as restructuring the provincial and commune-level administrative apparatus and the staff. In many provinces/cities, deputy heads of departments and agencies are being reassigned to serve as secretaries and chairmen. If this is achieved, it will simultaneously address two issues: improving the quality of commune-level leadership staff in conjunction with restructuring and meeting the operational requirements of local governments at all levels, and proactively reorganizing the deputy positions.

The Minister stated that this issue requires extremely cautious implementation, with regular reviews and adjustments made immediately if the operation is found to be ineffective.

The decentralization and delegation of power from the central government to local authorities, and within provinces down to specialized agencies under the provincial and commune-level People's Committees, remains limited. Local authorities need to boldly propose decentralization and delegation of power to the central government, the Government , and relevant ministries.

"The most obvious limitation is the operation of public administrative service centers, because the infrastructure is not yet synchronized. In some places, the staff of commune-level officials and civil servants do not yet meet the requirements of the new tasks," the Minister of Home Affairs acknowledged.

To address these issues, the head of the Ministry of Interior proposed to the Prime Minister a comprehensive review of the nationwide infrastructure system from the central, provincial to commune levels to create an interconnected and synchronized network. It is necessary to improve and supplement legal documents on the functions and tasks of specialized agencies; focus on training and capacity building for commune-level officials and civil servants; and refine policies and regulations, especially for part-time officials…
