The two-level local government in Da Nang has been stable, improving its efficiency in serving the people, opening a new era of development and innovation.

The implementation of the two-level local government model has been strongly led and directed by the Politburo , General Secretary, Government, and Prime Minister, and seriously implemented by ministries, branches, and localities, achieving many important results, creating a clear shift in the organization and operation of the state administrative apparatus.

The process of arranging and operating two-level local governments has received the general consensus of the whole country, the support of the people, the drastic participation of the entire political system, achieved positive results, is basically stabilizing, in the right direction, resolving difficulties and problems that have existed for many years.

Based on the practical situation in Da Nang , VNA reporters conducted a series of articles on the topic "Leverage of two-level local government in the new era."

Lesson 1: The revolution to rearrange the country and the people's expectations

Da Nang City has 94 communes, wards and special zones, with a natural area of ​​over 11,859 km2, is the largest centrally-run city in the country, with a population of over 3 million people.

After more than 2 months of operating the 2-level local government apparatus, the city's localities have been operating stably and smoothly.

However, there are still problems that need to be overcome soon to effectively implement the spirit of "local decision, local action, local responsibility", each cadre is truly a servant of the people, serving the people better and better, the government is truly of the people, by the people and for the people.

People are satisfied

On schedule, on the afternoon of September 11, Ms. Le Thi Thu Ly, in Chiem Son village, Duy Xuyen commune, Da Nang city, went to the commune's Public Administration Service Center to receive a Land Use Rights Certificate for her family.

In less than an hour, after comparing the required documents, the procedure for re-issuing the Land Use Rights Certificate for Ms. Ly's family was completed.

“Previously, when I was still in my old commune, I went to the People's Committee of the commune and district three times to apply for land use rights for my family. I went back and forth many times, the commune told me to go to the district, the district "signed" the application, then told me to go back to the commune to complete the procedures. I went back and forth many times but my family's land records were still not resolved. This time, with the enthusiastic support of the cadastral officers, the procedures were simpler and faster than before. The most important thing is that after only one visit to the Center, I received an appointment letter and today I received the Land Use Rights Certificate for my family,” Ly said excitedly.

After completing the re-issuance of the Land Use Rights Certificate for Ms. Ly's family, the next households were invited to the Duy Xuyen Commune Administrative Service Center to have their issues resolved enthusiastically.

According to the reporter's observation, each citizen reception desk is associated with a specific group of tasks. The work is handled smoothly, and people coming to handle administrative procedures are given enough seats to wait their turn.

At Dien Ban Tay Commune Administrative Service Center, Ms. Dang Ngoc Suong came to complete the procedures for registering to establish a business and trading agricultural products. Ms. Suong shared that she was warmly welcomed by the staff and employees here. The staff enthusiastically guided her through the procedures for registering to trade agricultural products and OCOP products.

“I chose to start a business by trading agricultural products and OCOP products of the locality and surrounding areas. All the initial procedures for establishing a business and business lines were quite smooth, I hope this will be a good start for my startup idea,” said Ms. Suong.

Deputy Director of Duy Xuyen Commune Public Administration Service Center Nguyen Thi Tan said that in order to serve people better and better, the Center's officers and employees are well trained in professional skills in various fields, software usage, style and attitude when interacting with people.

“Over the past two months, we have received over 13,000 applications, with over 99% of applications returned to citizens on time, receiving the approval of the people,” said Nguyen Thi Tan, Deputy Director of Duy Xuyen Commune Public Administration Service Center.

Chairman of the People's Committee of Duy Xuyen Commune, Da Nang City, Dang Huu Phuc, said that land is the most sensitive area, directly related to many people. Therefore, the locality chose to resolve land procedures for citizens as a breakthrough.

After more than 2 months of operation, Duy Xuyen commune government achieved positive results, creating satisfaction among people and businesses.

In Dien Ban Tay commune, immediately after coming into operation, the locality assigned and arranged human resources to stabilize the organizational structure and carry out tasks according to regulations. The commune focused on resolving the remaining backlog of files, minimizing the number of files that were late for citizens.

However, Dien Ban Tay commune still lacks staff with expertise in finance, construction, and environmental resources, said Chairman of Dien Ban Tay Commune People's Committee Vo Nhu Phong.

Proposal from the base

Chairman of Duy Xuyen Commune People's Committee Dang Huu Phuc shared that we are aiming for administrative reform, flexibility and creativity in work according to the spirit of "5 new": New space, new resources, new vitality, new determination to enter a new era.

To achieve this goal, the Chairman, Vice Chairman and members of the People's Committee of the commune have strictly implemented the principle of democratic centralism in discussing and deciding on groups of goals, tasks, solutions and handling work according to assignment.

Commune leaders regularly go to the grassroots to grasp the situation, meet with people and businesses to share difficulties and problems, on that basis assign specific tasks to each sector and regularly monitor, inspect and urge the organization and implementation of tasks.

The biggest difficulty is the lack of highly qualified staff, especially in the field of natural resources and environment. The regulations related to land in the former Quang Nam province, now Da Nang city, have expired but there are no appropriate guidance, direction or replacement documents.

Therefore, Da Nang city needs to soon provide specific instructions on land allocation limits, land use right recognition limits, land use right transfer acceptance limits, and minimum area for land division and consolidation for all types of land in the city so that the locality has a basis for implementation, Mr. Dang Huu Phuc proposed.

Also facing difficulties in having qualified staff in many fields, Chairman of the People's Committee of Dai Loc commune, Da Nang city, Le Do Tuan Khuong said that the commune is implementing many large-scale projects, affecting the land and architectural properties of many households, typically the bridge and road project across the Thu Bon river.

After more than 2 months of operating the 2-level local government, the biggest difficulty we currently face is the uneven professional qualifications of civil servants and public employees, especially the lack of people with expertise in environmental resources, land administration and construction, which requires timely support from the city.

Mr. Nguyen Cong Loc, one of the households subject to resettlement, shared: "The Thu Bon River Bridge is the people's aspiration to escape the long-standing situation of being separated by ferry boats. At first, we were worried that when merging communes, the procedures for granting resettlement land, compensation for land and architectural works for people in the area affected by the project would take a long time. However, after being put into operation, the granting of resettlement land and compensation for architectural works were carried out satisfactorily and quickly, so we agreed to hand over the site for the project."

According to Duy Xuyen Commune Party Secretary Nguyen Thanh Hai, one of the goals of the revolution to reorganize the grassroots government apparatus is to contribute to creating space for socio-economic development and exploiting potential more effectively and sustainably.

To achieve this goal, Duy Xuyen receives and inherits the facilities, infrastructure, technological infrastructure, equipment, machinery, assets, and human resources of Duy Trung, Duy Trinh, and Duy Son communes and carries out procedures for establishment, reorganization, appointment, assignment, arrangement, and authorization to stabilize the organizational structure and deploy tasks and public services according to regulations.

Although there are still many initial difficulties, the Party Committee, government and people of Duy Xuyen have entered a new era with great confidence and expectations, Duy Xuyen Party Committee Secretary Nguyen Thanh Hai shared./.
