From the practice of summarizing 40 years of Innovation and the requirements of national development in the new period

The highlight of this draft is the emphasis on comprehensive, synchronous, profound and effective innovation, demonstrating a step forward in approach, from partial innovation to overall innovation, from mechanism innovation to development model innovation. That consistency reflects modern political leadership thinking: development must be comprehensive in terms of economy , politics, culture, society, environment and national defense and security, in which people are both the center, the subject and the driving force of development.

Previously, in its role as the theoretical and political publishing agency of the Party and State, the National Political Publishing House Truth was assigned to edit and publish the draft for wide distribution, as a document used at party congresses at commune, provincial and equivalent levels.

From the practical implementation of research, editing, publishing, and disseminating and thoroughly grasping the Party's documents through Party Congresses, it can be clearly seen that each Congress is a new step forward in theoretical thinking, leadership methods and strategic planning capacity. The draft continues to inherit the spirit of innovation, but needs to continue to improve both the structure, language and arguments to meet the requirements of the new development stage - the stage of development orientation of green economy, digital transformation, digital political culture and comprehensive integration.

To make the 14th Congress Documents more scientific , standard and convincing, it is necessary to continue to perfect the following contents:

1. Clarify some contents, theoretical and practical bases in the draft Report summarizing some theoretical and practical issues on the socialist-oriented innovation process over the past 40 years in Vietnam.

One of the issues that needs to be emphasized more clearly is improving labor productivity and transforming the growth model - factors of decisive significance for the country's development in the new period.

After nearly 40 years of renovation, Vietnam has achieved great achievements in economy, society and international integration; however, the growth model is still mainly based on capital expansion, cheap labor and resource exploitation, while labor productivity, innovation and economic autonomy are still limited.

To properly reflect the development requirements in the coming period, the Report needs to supplement and deepen the content on transforming the growth model from breadth to depth, emphasizing three pillars: (i) Improving total productivity (TFP) and resource efficiency; (ii) Promoting innovation, digital transformation, green economic development and circular economy; (iii) Developing high-quality human resources associated with restructuring industries, occupations and sustainable employment.

The report also needs to identify the root causes of low labor productivity, such as institutional limitations, economic structure, technological level, labor skills and linkages between economic sectors. Correctly identifying the causes is the basis for planning solutions, ensuring feasibility, instead of just stopping at the summary level.

Along with that, the Report should propose a clear roadmap and quantitative targets for the 2026-2030 period, such as the growth rate of total productivity (TFP), the proportion of digital economy in GDP, the rate of trained workers and innovative enterprises. Continue to emphasize that the transformation of the growth model must be placed in a dialectical relationship with human, cultural, social and environmental development, in line with the goal of sustainable development and the commitment to net zero emissions by 2050.

Emphasize the need to innovate the organizational structure, content and methods of operation of the Vietnam Fatherland Front and socio-political organizations when talking about innovation of the political system.

The content of “forecasting the situation, proposing viewpoints and orientations” needs to clarify the basis for setting a double-digit growth target. In addition to the socio-political factors, it is necessary to clarify economic pillars, such as total factor productivity (TFP), innovation, energy transition and national governance capacity. This way of reasoning will move the Report from the summary level to the strategic planning level.

Standardize international terminology and eliminate redundant words to ensure academic quality. For example, the abbreviation “FTA” should be unified as “New Generation Free Trade Agreement (FTA)”; redundant structures such as “in the process” should be simplified to express more precisely.

2. Update and standardize data in the draft Report of the 13th Party Central Committee on summarizing the work of Party building and implementing the Party Charter to be submitted to the 14th National Congress of the Party. Regarding the results and limitations in the 15 years of implementing the Party Charter, it is necessary to update the data to the time of issuing the official document, because the current data only stops until the end of 2023, which is not suitable for the goal of summarizing 15 years of implementing the Party Charter (2011-2025).

3. Standardize the language and presentation structure, complete some contents of the Political Report of the 13th Party Central Committee at the 14th National Congress of the Party.

The phrases “really” and “really” need to be unified to ensure consistency throughout the draft documents. Which word should come first and which word after the phrase “comprehensive, extensive, effective”? Should the word “and” be included? Research and supplement the phrase “synchronous” according to the viewpoint of General Secretary To Lam in the article: “Strengthening oneself in international integration”.

Management mottos such as “Local decision, local action, local responsibility” should be placed in quotation marks, italicized and presented consistently. This helps affirm the value of management and leadership mottos, while ensuring consistency between form and content, between theory and practice.

The use of punctuation in lists should be reviewed and unified. Replacing the “,” with “;” in contents that list many elements (for example: “inspection and supervision work; propaganda and mass mobilization; administrative reform; innovation in working style and manners…”) not only helps to separate ideas but also improves the ability to receive information. This is not only an editing technique, but also a factor that contributes to making political language coherent, standardized and formal.

Some indicators such as GDP growth of more than 10%/year, GDP per capita reaching 8,500 USD, Human Development Index (HDI) reaching 0.75 and the proportion of agricultural labor below 20% need to be clarified in terms of scientific and practical basis. The report needs to mention and analyze in the context of global economic instability, strategic competition between major powers, increasing trade protectionism and Vietnam being strongly affected by new tariff barriers from the US and the European Union (EU). In reality, the 10% growth target can only be achieved when three conditions converge at the same time: Transforming the growth model in depth, making breakthroughs in institutions and digital infrastructure, and strongly improving the quality of human resources.

4. Some recommendations

Firstly , continue to perfect the content of draft documents on the basis of closely combining practical summaries and theoretical development. All policies and strategies must be tested through practice, on the basis of absorbing people's opinions and through the results of national governance.

Second , standardize the language and style of political documents to be concise, accurate, persuasive, and highly directional. The language of documents not only helps convey information, but also contributes to building trust, guiding actions, and shaping social thinking.

Third , supplementing arguments and empirical data in development goals, especially in breakthrough indicators such as labor productivity, digital economy proportion, human resource quality, and innovation. Relying on scientific evidence will increase the feasibility and persuasiveness of strategic orientations.

Fourth , clarify the vision to 2045 not only in terms of “developed, high-income country”, but also in terms of the quality of cultural and human development and the national-ethnic-modern value system. This is the theoretical depth and basis for sustainable development.
