Promote specific implementation of new cooperation pillars on science, technology and innovation
At the meeting with the Minister of Education, Culture, Sports, Science and Technology (MEXT), the Deputy Prime Minister highly appreciated MEXT's cooperation with Vietnamese ministries and branches, especially in the fields of science, technology and education through cooperation programs, including the MEXT scholarship program; and thanked Ms. Abe Toshihiko for her attention and active contributions in various positions to the development of Vietnam - Japan relations over the years.
Informing about Vietnam's reform process to create breakthroughs in science - technology development and education sector in the coming time through enhancing innovation, loosening management, facilitating financial mechanisms and increasing autonomy for training institutions, the Deputy Prime Minister suggested that the two sides promote specific implementation of new cooperation pillars in science - technology, strengthen connection of high-quality human resources, increase quantity, expand fields and beneficiaries of MEXT scholarships; Japan supports Vietnam in training human resources in new fields such as semiconductors, digital transformation, railways, etc.
Affirming that Vietnam-Japan University is a symbol of the cooperative relationship between the two countries, Deputy Prime Minister Le Thanh Long suggested that the two sides coordinate to speed up procedures to start construction of the school by the end of 2026 as agreed by the two countries' senior leaders.
Minister Abe Toshiko appreciated the two countries' upgrading of relations to Comprehensive Strategic Partnership in 2023 and the leaders of the two sides agreed to strengthen cooperation in the semiconductor field during Prime Minister Ishiba's visit to Vietnam in April 2025; announced that Japan will soon implement the Program to support Vietnam in training PhDs in semiconductors within the framework of the NEXUS program.
Minister Abe Toshiko suggested that the two sides promote cooperation between educational agencies of the two countries, including the Japan Science and Technology Agency (JST), enhance vocational training cooperation (Kosen), support startups through joint cooperation projects, and start-up support funds established by Japan.
Japan is ready to exchange science, technology and engineering with Vietnam.
At the meeting with the Minister of Reconstruction, the Deputy Prime Minister thanked Mr. Ito Tadahiko for actively supporting programs and projects to support Vietnam in the legal and judicial fields during his tenure as Chairman of the House of Representatives' Committee on Justice.
Appreciating Japan's ODA support to Vietnam in recent times, especially in the fields of disaster response, natural disasters, and water resource environmental protection, the Deputy Prime Minister asked Minister Ito to continue to urge the Japanese Government to increase cooperation projects using ODA and FDI capital, share Japan's experience with Vietnam in these fields, especially in preventing landslides, floods, inundation, urban management, etc.; receive and train Vietnamese workers, contributing to the reconstruction and recovery of the Japanese economy; create favorable and equal conditions and environment for Vietnamese workers in Japan.
Minister of Reconstruction Ito Tadahiko congratulated Vietnam on the occasion of the 80th anniversary of National Day and congratulated Vietnam on successfully organizing Vietnam National Day at Expo; expressed his impression of Vietnam's revolution of streamlining the apparatus and merging localities.
Minister Ito Tadahiko shared information about Japan's nuclear power, hydropower, wind power, and solar power as well as the roles, functions, and tasks of the Japanese Ministry of Reconstruction. Minister Ito Tadahiko said that Japan is ready to exchange science, technology, and engineering with Vietnam to develop the economy, especially in the field of electric power./.
