The Chairmen of the People's Committees of communes, wards and special zones under their management, together with the heads of departments, branches and sectors according to their functions and duties, are responsible to the Chairman of the City People's Committee for the work of preventing, responding to and overcoming the consequences of storm Ragasa. These units need to proactively develop plans, arrange forces and means to be ready to respond, especially in key areas such as poor housing, low-lying residential areas, as well as areas at risk of coastal and riverside landslides, flash floods and landslides.

The City Border Guard Command will base on the storm's developments to proactively decide to restrict ships and vehicles from going out to sea, operating at sea or ban the sea when necessary. Special attention should be paid to prevent storms and lightning strikes even before the storm directly affects.

The Department of Agriculture and Environment proactively directs the implementation of work to ensure the safety of the dyke system and irrigation dams. At the same time, this department is also responsible for protecting and minimizing damage to agricultural production, aquaculture and mineral exploitation.
The Department of Construction and the Da Nang Drainage and Wastewater Treatment Company need to concentrate their forces to immediately inspect the reservoirs, anti-flood pumping stations and deep flooded areas. The goal is to operate the anti-flooding system in the most timely and effective manner.
The Department of Construction needs to urgently complete the work of bracing and pruning street trees to minimize the risk of falling during the 2025 storm season. At the same time, the department directs the Urban Infrastructure Management Center to manage and operate the dam and reservoir of Nam My, ensuring absolute safety for the project as well as the lives and property of the people.
Relevant departments are responsible for directing the work of ensuring safety for industrial production and hydroelectric dams, especially small hydroelectric dams. In addition, it is necessary to guide traffic, ensure safety and promptly handle any incidents to maintain smooth traffic.
The Da Nang Electricity Company has the responsibility to closely monitor the development of natural disasters in order to promptly take measures to handle electrical safety. At the same time, the company must ensure continuous power supply to anti-flood pumping stations.
The Da Nang Maritime Port Authority is responsible for closely inspecting and reviewing the anchoring of cargo and transport ships. The goal is to ensure absolute safety for these vehicles when they enter Da Nang Bay to avoid storms.
Irrigation and hydropower reservoir management units must be on duty 24/7. Dams must be inspected and monitored regularly to promptly detect and handle any incidents. Rainfall and water level developments in reservoirs must be closely monitored and periodically reported to the superior management agency. Information must be promptly and fully reported to the downstream area and the reservoir must be operated and regulated in accordance with the procedures approved by the competent authority. Actively calculate and organize operations to ensure the reservoir water level, prevent unsafe construction, thereby protecting the safety of people's lives and property.
Other departments and branches need to proactively direct and closely coordinate with localities in responding to storms and floods.
