Maximizing the role of primary health care
Before the province's merger, investment programs to develop the health care network had brought about many clear changes: more than 50% of health care stations (CHS) in Ca Mau province (old) were renovated, repaired, newly built and equipped with basic equipment; while in Bac Lieu province (old), 100% of CHS were completely renovated, upgraded and newly built.
Provincial Party Secretary Nguyen Ho Hai inspected the Phuoc Long Commune Health Station.
During the field inspection at the health stations, comrade Nguyen Ho Hai, Secretary of the Provincial Party Committee, emphasized: "We must maximize the role and position of the health stations; not only be a place to passively dispense medicine but must become a center for proactive health management of the community, aiming at the goal of comprehensively improving the quality of people's lives."
While waiting for the Ministry of Health to issue a new model for health clinics, the province is orienting to change the method of operation from passive to proactive, towards a model of family medicine clinic, where people trust to come, a place of primary health care (CSSKBĐ) associated with the management of personal and family health records.
“ Provincial Party Secretary Nguyen Ho Hai affirmed: “Family medicine is a model that has been proven by the world to be the most effective in primary health care, and will be the goal that Ca Mau strives for. To do so, the grassroots health system, especially the commune health station, must be “healthy” enough to affirm its role and position in the new context.”
According to Mr. Nguyen Chi Thanh, Director of the Department of Health, the key task is to perfect the health care network according to distinct functional levels, making the most of the existing facilities after the reorganization. Ca Mau aims to build a multifunctional health care model, with priority given to comprehensive upgrading, fully equipped with basic diagnostic equipment such as ultrasound machines, electrocardiograms, and testing equipment, to meet the health care needs of the people.
Ca Mau Health System strives to comprehensively improve operational efficiency, especially in primary health care and preventive medicine.
In addition, the YTCS system will be reorganized in the direction of having appropriate and effective main points and sub-stations. Sub-stations will undertake the function of community health care, focusing on preventive medicine, vaccination, health consultation, non-communicable disease screening, and at the same time be the meeting place of community health teams.
Towards a new model - efficient and modern
Provincial Party Secretary Nguyen Ho Hai emphasized: “One of the key tasks of the grassroots health sector is to stabilize the psychology and ideology and create the best conditions for the grassroots health sector to work with peace of mind, contribute, and develop their capacity. People's health care work must aim at building a healthy, civilized lifestyle, and comprehensively improving the quality of people's lives.”
Health stations focus on developing grassroots health networks, community health teams and medical collaborators.
The province also focuses on improving the quality of human resources: gradually building a team of doctors at the grassroots level to become experts in management, nutrition counseling, lifestyle adjustment, prevention and reduction of chronic disease complications. At the same time, organizing training on state management of health for commune and ward officials, to improve the capacity of consulting and directing in the field of grassroots health.
Ca Mau strives to perfect the operating model of a modern health care system with adequate professional capacity, fully implementing health insurance policies and benefits for the people, strengthening trust and encouraging people to have medical examination and treatment at the grassroots level. This will be a solution to help increase revenue, reinvest, and improve the operational efficiency of health care facilities; at the same time, the province considers special support policies for health care facilities in areas with difficult socio-economic conditions.
Mr. Pham Van Thieu, Chairman of the Provincial People's Council, proposed : "The new model of health care facilities needs to have a close and synchronous coordination regulation, especially in terms of expertise between the health sector and local authorities. The health sector needs to strengthen its role in supervising, supporting training and professional development for the team of civil servants in charge of the health sector at the grassroots level, ensuring consistency and efficiency in performing tasks."
Realizing the goal of multifunctional health centers, combined with breakthroughs in human resources, infrastructure, mechanisms and policies, will create a strong shift, creating a new look for grassroots health care, a modern, synchronous system that is closer to the people.
Chairman of the Provincial People's Council Pham Van Thieu further emphasized: "The new model of the health station is not only multifunctional but also must aim towards 'digital health stations'. Digitalization in health care, especially the construction of digital health stations, will help people in large and remote areas easily access primary health care and preventive health services, without being limited by distance or time."

The Ca Mau Health Care System is gradually improving its overall operational efficiency, especially in primary health care and preventive medicine, deserving to be the first “shield” to protect people’s health. Along with that, the Health Care System must contribute to raising awareness, mobilizing consensus and participation of the people, so that each person is healthy, has a high quality of life, contributing to the prosperous, sustainable and happy development of the southernmost province of the Fatherland.
Ca Mau has established a Steering Committee to implement Resolution 72-NQ/TW of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. At the same time, the province organizes field inspection teams headed by members of the Provincial Party Standing Committee. The inspection results will be an important basis for developing a project to comprehensively improve the quality of public health services, in a synchronous, modern and effective direction.
