However, due to the impact of storm No. 3, students had to study online and the civic activity class for new students was postponed. Students and trainees will start going back to school from September 16."
According to Associate Professor, Dr. Vu Thi Hien, when forecasting the possibility of storms and storm circulation, as well as floods and inundation, which will negatively affect the study of the school's students, the Foreign Trade University has promptly collected information about students facing difficulties. The school has received information from about 100 students from provinces and cities facing difficulties such as being isolated due to flooding, family property damage, difficulty traveling from home to school due to congestion,... mainly due to being isolated due to flooding around their current residence.

The school has support solutions divided into 3 groups. One is support for learning: connecting students with difficulty in moving to study online, without interruption in their learning progress. Teachers and class leaders also have necessary adjustments for these students so that they can be comfortable and confident while studying and overcoming family difficulties.
Second is support for student activities: activities are adjusted and flexible for students in difficulty and third is other support: departments/faculties, institutes/faculties also receive individual proposals from each student to provide timely support.
Over the years, the School has built a system of financial support policies for students in various difficult situations.
Currently, the new students of the school have basically completed the enrollment process since the end of August, including temporary payment of tuition fees. In case they have special difficulties, the school will grasp and support them.
Faced with the complicated developments of storms and floods, which have seriously affected the northern provinces, especially the following provinces and cities: Quang Ninh, Hai Phong, Lai Chau, Lao Cai, Yen Bai, Cao Bang , Bac Kan, Tuyen Quang, Son La, Thai Nguyen, Lang Son, Vinh Phuc, Bac Ninh, Nam Dinh, Bac Giang... In order to share the difficulties of the families of students who have suffered heavy losses due to storms and floods in recent days, the National Economics University also announced the following student support policy: Full-time students whose families have suffered heavy losses due to storms and floods will be supported with 1 million VND/student. This amount will be transferred directly to the student's account.
Time for students to register for support is from September 11-20.

A representative of the University of Commerce said: "The school is registering information for students in flood-affected areas to have a support policy. The school will issue a policy after having specific information. Previously, on September 11, at the launching ceremony of the Education sector to support people affected by storm No. 3 organized by the Vietnam Education Trade Union, the Trade Union of the University of Commerce participated in supporting people in areas affected by storms and floods in 2024 with a total donation of 150 million VND".
In order to share and accompany the difficulties of students affected by storm number 3 (typhoon Yagi) and the flood situation caused by the storm, many universities in Ho Chi Minh City have support policies.
It is known that Ho Chi Minh City University of Economics has implemented the programs "Support Scholarship" and "Extension of Tuition Payment Time" for students in the Northern provinces affected by Storm No. 3 in 2024. The school has 100 scholarships, each worth 10 million VND, awarded to students in difficult circumstances, with permanent residence in 26 Northern localities directly affected by Storm No. 3. The school accepts applications from disadvantaged students from now until September 25, 2024.
At the same time, UEH also extended the deadline for paying the first semester tuition fee until January 15, 2025. All UEH staff and employees joined hands to support at least 1 day's salary, contributing to help people in the northern provinces and cities quickly overcome the damage caused by storms and floods.
Ho Chi Minh City Open University has reviewed and counted more than 300 students of all courses, residing in the northern provinces and cities affected by storms and floods. The school has decided to award more than 300 "Support to School" scholarships with a total value of up to 1 billion VND to students. The scholarship program will be reviewed this September and is expected to be awarded to eligible students in October 2024.
The Ministry of Education and Training has just issued Official Dispatch No. 5458/BGDĐT-GDCTHSSV to universities and pedagogical colleges regarding the implementation of support measures for students affected by storm No. 3.
Accordingly, the Ministry of Education and Training highly appreciates the spirit of mutual love and support, the proactiveness in mobilizing resources, joining hands with the whole country to support compatriots and localities to overcome the consequences of storms and floods of universities and pedagogical colleges.
To continue supporting students affected by storms and floods to stabilize their studies soon, the Ministry of Education and Training recommends that universities and pedagogical colleges pay attention to and prioritize allocating resources to exempt and reduce tuition fees and have financial support policies suitable to each student's circumstances.
At the same time, instruct students to contact local authorities to request confirmation of family's sudden financial difficulties to apply for credit loans and support for studying.
Storm No. 3 (Yagi) and its circulation caused serious damage to people and property in many northern mountainous provinces and the Red River Delta. The education sector also suffered very heavy damage to people and property.
