Businesses want to remove procedures and capital

A representative of the Housing and Urban Development Corporation (HUD) said that the regulations on procedures and time to develop a social housing project are quite large. HUD recommends that the Government consider and develop regulations and mechanisms to prioritize the development of social housing projects by shortening procedures and implementation time.

However, this is currently stuck in regulations, industrial park owners are not allowed to rent social housing, so we hope this problem will be resolved soon.

Similarly, a representative of Phu Cuong Group investing in Ho Chi Minh City said that although there is not much land left, many plots of land have been abandoned for a long time due to legal problems. Therefore, businesses want to have many harmonious policies, mechanisms, solutions, streamlined procedures, pilot with quick procedures, and carry out procedures in parallel with project implementation.

Meanwhile, the representative of Hoang Quan Group wishes to have a national steering committee on social housing and low-income housing with the participation of relevant ministries and branches, coordinating with banks to disburse funds for social housing projects. Carry out bidding for projects under 2,000 billion VND, the above amount will be bid.

Remove institutions and planning to do projects

Listening to opinions, the Prime Minister requested relevant ministries and branches to focus on reviewing institutions, processes, and procedures to identify any problems and who will resolve them. Localities must plan and adjust social housing planning appropriately, and must complete this by the second quarter at the latest.

In particular, it is necessary to study the recovery of wasteful projects and land abandoned for many years, handle problems, and hand them over to investors; resolve and arrange adequate and quick land funds for investors; and clear land for businesses.

Review standards, norms, and norms related to social housing, study the implementation of mass production, and use prefabricated structures for quick construction. Localities must develop synchronous infrastructure to meet requirements, and if necessary, invest in public funds, and can assign synchronous contracts between social housing projects and infrastructure projects.

Researching suitable profit levels (currently 10%), which can be increased, but it is important that the project is done quickly and promptly. Establishing a national housing fund in March 2025, with a mechanism to support local site clearance...

Enterprises implementing social housing projects must comply with regulations and not allow negativity or corruption to occur. For social housing projects that have selected investors, investors are requested to promptly complete legal procedures to start construction according to approved planning projects and investment policies.
