On the afternoon of September 5, 2025, in Hanoi, the Ministry of Science and Technology (MOST) held a ceremony to announce the Prime Minister's Decision on the transfer and appointment of the Permanent Deputy Minister of the Ministry. On September 3, 2025, Prime Minister Pham Minh Chinh signed Decision No. 1887/QD-TTg on the transfer and appointment of Comrade Vu Hai Quan, Member of the Party Central Committee, Chairman of the Council, Director of Ho Chi Minh City National University, to hold the position of Permanent Deputy Minister of Science and Technology . The Decision takes effect from the date of signing. On September 4, at the Government Headquarters, Prime Minister Pham Minh Chinh presented the Decision to Comrade Vu Hai Quan.

Speaking at the ceremony, Permanent Deputy Minister Vu Hai Quan expressed his honor and said that this is a great responsibility to take on a new role in the context of science , technology, innovation and digital transformation (S&T) being given special attention by the Party, Government and National Assembly, with many strategic tasks assigned to them.
