Deputy Minister Vu Hai Quan: "Clear people, clear work, clear responsibilities to complete the 2025 goals"

In October, the Ministry of Science and Technology (MOST) focused on institutional improvement, submitting to the National Assembly 5 draft laws including: Law on Digital Transformation, Law on High Technology (amended), Law on Intellectual Property (amended), Law on Technology Transfer (amended) and Law on Artificial Intelligence. The Ministry also advised the Government to issue 7 Decrees, 5 Decisions and issued 9 Circulars under its authority, contributing to perfecting the legal framework for the development of science, technology, innovation and national digital transformation.

On November 7, 2025, in Hanoi, the Ministry of Science and Technology held a State management conference in October 2025. Permanent Deputy Minister Vu Hai Quan chaired the conference.

At the conference, Director of the Department of Innovation Nguyen Mai Duong presented guidelines for building Innovation Centers (ICCs) at ministries, branches and localities.

According to Mr. Nguyen Mai Duong, the legal framework for the formation and operation of current innovation centers has been basically completed, with the promulgation of the Law on Science, Technology and Innovation 2025, along with detailed regulations including Decree No. 268/2025/ND-CP, Decree No. 265/2025/ND-CP and Circular No. 10/2025/TT-BKHCN.

The TDMTs can be organized in the form of public service units or enterprises, and are recognized when they meet the prescribed criteria. The center has the function of connecting and mobilizing domestic and foreign resources, providing infrastructure services, supporting startups, transferring technology, commercializing intellectual property, and improving productivity and quality. The recognition of the center is carried out at three levels: National, Ministry and local.

The representative of the Department of Innovation also proposed to organize a workshop to guide the implementation of Decree No. 268, in order to promote the establishment of a national network of innovation centers. The goal is for each ministry, branch and locality to have at least one innovation center, moving towards building 100 innovation centers nationwide, contributing to the formation of a synchronous innovation ecosystem, connecting the public sector, businesses and the research - startup community.

Development orientation of “Smart standards” – A new step in national standardization

Regarding Smart Standards, a field managed by the Ministry, Chairman of the National Committee for Standards, Metrology and Quality Nguyen Nam Hai in his speech "Orientation for the development of "Smart Standards" emphasized that this is a new trend being implemented by the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) through the IEC/ISO Smart program.

According to Mr. Nguyen Nam Hai, smart standards are a generation of standards that can customize content and update in a timely manner for each user, from humans, computers, complex machinery systems to smart devices. These standards will be deeply integrated into the supply chain and product development process, contributing to improving the efficiency of quality management, measurement and national productivity.

He said that in the coming time, the National Committee for Standards, Metrology and Quality will innovate its approach, proactively send experts to participate in the IEC/ISO Smart program to grasp new standardization trends early, and at the same time select a number of key standards for testing, exploit the results, towards building an advanced, synchronous and smart standards system, meeting development requirements in the new period.

Concluding the Conference, Permanent Deputy Minister Vu Hai Quan highly appreciated the sense of responsibility and efforts of the units in completing the large volume of work in October.

The Deputy Minister emphasized that the coming time is the final stage, units must promote a high sense of responsibility, be proactive, and implement the motto "clear people, clear work, clear responsibilities, clear roadmap, clear products".

The Deputy Minister requested that leaders of units grasp the situation, regularly exchange, promptly report and remove obstacles, ensuring progress, quality and efficiency in implementing assigned tasks.
