Three focus groups need support
The working delegation of the Standing Committee of the Ho Chi Minh City Party Committee, led by Mr. Dang Minh Thong, Deputy Secretary of the City Party Committee, Standing Member of the Steering Committee on Science, Technology and Innovation Development (KHCN&DMST) and Digital Transformation of Ho Chi Minh City, together with representatives of the city's management agencies, recently visited and worked at the CMC Creative Space Complex (CCS) in Tan Thuan Export Processing Zone, Tan Thuan Ward, to grasp the implementation of Resolution No. 57-NQ/TW and Resolution 68 on promoting the role of the private economic sector.
CMC side was chaired by Mr. Nguyen Trung Chinh - Chairman of the Board of Directors/Executive Chairman of CMC - together with leaders of CMC's affiliated companies.
CMC said that the enterprise is one of 8 units selected to accompany the implementation of two important resolutions, Resolution 57 and Resolution 68, with ministries and branches; it participated right from the construction stage and directly participated in Steering Committee 57.
At the meeting, CMC proposed that the city support three key groups: human resource training, connection infrastructure - data and mechanism for rapid implementation of digital projects. The enterprise proposed to open a branch of CMC University in Ho Chi Minh City and allow training and research from 2026 at CCS Tan Thuan, focusing on AI and microchip design to meet the demand for high-quality human resources.

Regarding infrastructure, CMC proposed to remove procedures for two submarine cable landing stations in Vung Tau and Can Gio according to the neutral station model; at the same time, research to form Ho Chi Minh City CCS in Can Gio according to the model of science, technology and innovation urban area integrating R&D - Data Center - AI/Cloud - training - services.
For the CMC Hyperscale Data Center project in Ho Chi Minh City High-Tech Park, CMC proposed early approval of the investor to start phase 1 in 2026.
The delegation also visited CMC Data Center Tan Thuan - the first data center in Vietnam to meet international Uptime Tier standards in three criteria: Design - Construction - Operation.
Pioneering technology testing before official policy is issued
Along with infrastructure, CMC emphasizes the "AI First" strategy and accompanies C4IR in building the AI Transformation Framework for Ho Chi Minh City - the first pioneering local AI strategic framework in Vietnam. According to CMC, Ho Chi Minh City should go one step ahead, not wait for the national AI Transformation Framework (which will depend on the progress of the Law on Artificial Intelligence), to affirm its leading role and gain early advantages; businesses propose to issue the AI Transformation Framework of Ho Chi Minh City early and announce it at the Autumn Economic Forum (HEF) in November 2025.
On that basis, CMC presents a list of pilot projects for the 2026 - 2028 period with "made by CMC" platforms such as: C-Agent (virtual assistant for process automation), C-LS (AI for reviewing regulatory documents), digital management solutions, AI cameras, smart digital documents, digital transformation rankings, open tax data, private cloud infrastructure and information security assurance at different levels.
Notably, C-LS has been approved for deployment by the National Assembly Office and can be expanded to People's Councils at all levels; with the Ministry of Justice, this solution is in the process of deployment. CMC also proposed to study the integration of AI Office/C-LS as an intelligent assistant for the office and management system of the City Party Committee/People's Committee.
Speaking at the working session, Deputy Secretary of the City Party Committee Dang Minh Thong highly appreciated CMC's production and business results and technology orientation, especially its efforts to develop core AI capabilities "Make in Viet Nam, Made by CMC".
The Deputy Secretary of the City Party Committee acknowledged all the recommendations of businesses, affirming that the Standing Committee of the City Party Committee will closely monitor and urge relevant agencies to research and advise on a specific implementation roadmap, prioritizing pilot models that create quick impacts on public services and digital economic growth of Ho Chi Minh City./.
