Immediately after the draft plan for the reorganization of commune-level administrative units in Thai Nguyen province in 2025 and the draft plan for the reorganization of Bac Kan and Thai Nguyen provinces were published, many former provincial leaders, officials, and citizens studied and contributed their opinions. All opinions expressed a high degree of consensus. A reporter from Thai Nguyen Newspaper has summarized some of these opinions.

The restructuring and streamlining of the administrative apparatus aligns with global trends while also being appropriate to the realities of the country in general and Thai Nguyen province in particular. I believe the province has conducted thorough research to develop and present the plan for restructuring commune-level administrative units in Thai Nguyen province. The communes and wards undergoing restructuring share many similarities in terms of economy , culture, and customs. Furthermore, the interaction between citizens and the government is becoming closer and more connected. I expect this major initiative will create momentum and development opportunities for the newly merged province, laying the groundwork for Thai Nguyen, along with the rest of the country, to enter a new era of national progress.

The merger of Thai Nguyen and Bac Kan provinces is appropriate from a historical and cultural perspective, opening up space and opportunities for comprehensive economic development. Based on the existing provincial planning, the newly merged province needs to base its development orientation on the advantages of each region.

The revolution to streamline the administrative apparatus – a major policy of the Party and State – is being implemented systematically and decisively with the goal of building a lean, transparent, strong, efficient, and effective political system that meets the development requirements of the country in the new era. For Thai Nguyen province, it is expected that after the reorganization and merger, nearly 70% of the commune-level administrative units will be reduced. I expect that this reorganization and streamlining of the entire political system will avoid wasting human resources, select many young, highly qualified officials, and meet the requirements of the agencies, organizations, and localities after the merger. Furthermore, when communes are merged on a larger scale, the organizational structure will be streamlined and scientific, and the officials will be carefully selected according to criteria. The government and officials will be closer to the people, serving them better, so we have great confidence in and support this policy.

Historically, Bac Kan and Thai Nguyen provinces were merged into one province called Bac Thai. In 1997, they were separated into two provinces, Thai Nguyen and Bac Kan. The two provinces share many cultural similarities, both having large Tay and Nung ethnic communities, with many similar customs, festivals, and cultural activities. The merger of the two provinces creates significant advantages for socio-economic development, providing space and room for growth for both: Thai Nguyen province has strengths in industry, education, and training, while Bac Kan province has advantages in forest resources, minerals, hydropower, and tourism.

Regarding the reorganization of commune-level administrative units, Vo Nhai district has reduced the number of communes and towns from 15 to 7. In terms of spatial distribution, the merged communes have a larger area and a larger population. The leadership and officials transferred from the district to the communes will possess new perspectives and visions. These factors help open up new avenues for development, maximize the advantages of each locality, and contribute to improving the material and spiritual lives of the people.

To effectively implement the restructuring plan, the district will, in the coming period, organize public awareness campaigns, gather public opinions, and prepare the necessary materials for the district and commune-level People's Council meetings to approve the plan for establishing a two-tiered local government. Simultaneously, the district will continue to review and compile statistics on the number and quality of district and commune-level officials and civil servants to develop a restructuring plan when requested by the province.

As a student, I agree with the policy of merging government agencies because it is a necessary step to streamline the system, save resources, and improve management efficiency, thereby better serving the people. A well-organized and transparent merger will contribute to building a modern, professional, and people-oriented administration.

I expect that after the merger, the government apparatus will operate more efficiently, reducing overlapping functions and the dispersion of resources. At the same time, I hope that the merged civil servants will work with a higher sense of responsibility, be more dynamic, approachable, and handle administrative procedures more quickly and conveniently for citizens and students.

I understand that the reorganization of administrative units is a major policy of the Party and the State, thereby creating more space for socio-economic development, reducing recurrent expenditures, and providing more resources for investment. After the reorganization, I hope that even with fewer personnel, the system will operate more efficiently, especially in handling administrative procedures faster and better meeting the needs of the people.

We are very enthusiastic and in strong agreement with the province's administrative unit reorganization plan and hope to implement it as soon as possible. Reorganizing administrative units and establishing a two-tiered government system will streamline the apparatus, reduce intermediate levels, and certainly simplify administrative procedures. Initially, there will be some difficulties, but with today's technology and a synchronized and convenient transportation system, expanding the area will not be a major obstacle.
