Deputy Minister of Planning and Investment Tran Duy Dong said: Determining the importance of the Central Highlands, the Politburo issued Resolution No. 23-NQ/TW dated October 6, 2022 on socio-economic development and ensuring national defense and security in the Central Highlands region to 2030, with a vision to 2045. The Government issued Resolution No. 152/NQ-CP dated November 15, 2022 on the Action Program to implement Resolution No. 23 of the Politburo.

Immediately after the Resolution of the Politburo and the Action Program of the Government were issued, ministries, branches and localities in the Central Highlands region organized research, study and dissemination, enhancing awareness of the purpose, content, guiding ideology, policies, roles and strategic positions of the region, especially in agricultural and forestry economy and national defense and security. From there, innovation in development thinking, creating high consensus and unity in awareness and action for socio-economic development of localities and regions.

The Government's Action Program has set out 20 specific targets on economy, society and environment, 23 tasks and 09 important projects, regional linkages that need to be implemented by 2030. To date, 10/23 tasks have been completed; the remaining tasks are major projects that are being chaired by ministries and localities in coordination with agencies to implement according to schedule. Regarding the list of important projects, regional linkages: construction has started and is focusing on accelerating the progress of 01 important national project (Khanh Hoa - Buon Ma Thuot expressway) and 05 key projects, regional linkages; completing investment procedures for 02 projects and studying investment methods for 04 projects to implement the remaining projects. After more than 1 year of implementation, the implementation results have achieved positive and encouraging results.

The Central Highlands regional planning recently approved by the Prime Minister demonstrates the close and decisive direction of the head of the Government in implementing the tasks and solutions set out in the Resolution of the Politburo. Regional planning is an important legal basis for ministries, branches and localities to implement important programs and projects of the region during the planning period.
To successfully implement the Regional Planning objectives approved by the Prime Minister, during the planning implementation process, it is necessary to focus on implementing the following contents: The organization and implementation of the planning must be carried out publicly and transparently in accordance with the provisions of law; combined with the organization of investment promotion activities, to propagate, advertise, and widely attract domestic and foreign economic sectors to participate in the planning implementation.
It is necessary to renew thinking and vision, promote dynamism and creativity in directing and managing the development of each locality, taking science - technology, innovation and high-quality human resources as the driving force for regional development.
The regional coordination council and ministries and branches continue to promote their coordination role, responsible for advising and proposing to the Prime Minister and competent authorities to promulgate specific mechanisms and policies for regional development.
Focus on human resources "dare to think, dare to do"
Concentrate resources to complete the regional infrastructure system in a synchronous and modern direction, including accelerating the progress of the important national project Khanh Hoa - Buon Ma Thuot Expressway and other key, regional linkage projects, and soon putting the projects into operation, contributing to promoting the growth of the region.
In addition, complete investment procedures to accelerate the implementation of new projects such as: Investment project to build the expressway Tan Phu (Dong Nai province) - Bao Loc (Lam Dong province) under the public-private partnership model; Gia Nghia - Chon Thanh expressway; Bao Loc - Lien Khuong expressway; Study and adjust the planning and investment plan to expand and upgrade Lien Khuong airport, Pleiku airport, Buon Ma Thuot airport; restore and renovate the Thap Cham - Da Lat railway.
Strengthen regional connectivity, form industry clusters and industrial parks associated with the economic centers of the region. Urgently advise and submit to the Prime Minister for approval the Plan for implementing regional planning, in order to rationally utilize resources, prioritize focused and key investments for regional development; develop economic corridors along the North-South and East-West axes to effectively connect localities in the region, connect with economic centers, growth poles, seaports, economic zones, airports, international border gates, major trading hubs, coastal cities in the Southeast and Central Coast regions.
After listening to the opinions and recommendations of the delegates attending the conference, Deputy Prime Minister Tran Luu Quang, Chairman of the Central Highlands Coordination Council, acknowledged the positive changes in the Central Highlands, reflected in economic growth figures, budget revenue, etc. The Government leader also shared that the Central Government views the Central Highlands not only through the above figures but also from the perspective that this land is holding the "lungs" for the whole country, being the western fence of the Fatherland.
With the potential and advantages that exist and will exist, Deputy Prime Minister Tran Luu Quang believes that the Central Highlands can easily break through and rise up with the spirit of solidarity and unity; especially when the Central Highlands has received attention from the Central Government, the entire political system and in fact has good models and practices.
Regarding the issue of planning for the Central Highlands region, Deputy Prime Minister Tran Luu Quang emphasized that this is a legal framework with orientation for the provinces to cooperate in a systematic development manner in the spirit of cooperation, or in other words, "development in cooperation, cooperation in development".
With the legal framework of regional planning, the Deputy Prime Minister requested the Ministry of Planning and Investment and localities in the Central Highlands to review and soon complete the regional planning implementation plan, adjusting shortcomings. In addition to financial resources, localities need to focus on human resources, the factor of "dare to think, dare to do".
At the conference, Deputy Prime Minister Tran Luu Quang suggested three things that the Central Highlands provinces can do immediately: Develop connecting traffic; develop chain and tour tourism, but it is important to note that each tourist area must have its own unique features, avoid "collisions" and share investment attraction with the spirit of benefiting the common ground.
Regarding the problems related to mineral planning, Deputy Prime Minister Tran Luu Quang requested the Ministry of Industry and Trade to preside over and coordinate with relevant ministries, branches and the Central Highlands provinces to proactively review the shortcomings and report to the Deputy Prime Minister and the Ministry of Industry and Trade. The review process should pay attention to whether it is related to the Law on Minerals or not to agree on a solution to completely resolve it.
