The Ministry of Home Affairs organized a meeting to comment on the draft Law on Civil Servants (amended)

On the morning of September 19, in Xuan Huong ward - Da Lat, the Ministry of Home Affairs held a conference to collect opinions and suggestions on the draft Law on Civil Servants (amended).

Attending the conference were leaders of 14 Departments of Home Affairs in the Central and Southern regions; departments, branches; People's Committees of wards, communes and public service units of Lam Dong province.

At the conference, comrade Nguyen Tu Long, Deputy Director of the Department of Civil Servants and Public Employees ( Ministry of Home Affairs ) introduced important contents of the draft Law. He emphasized that the development and completion of the draft Law on Public Employees (amended) to submit to the National Assembly at the 10th Session is an important legislative task.

The Draft Law is built on the principle of inheriting and adjusting the contents of the 2010 Law on Civil Servants (amended and supplemented in 2019), in accordance with the new regulations of the Party and in accordance with the principles and goals: Perfecting the human resource management mechanism in the direction of taking employees as the center. Creating flexibility in the use of public and private human resources.

Conference delegates

There is a mechanism to attract high-quality human resources, reduce administrative procedures. Overcome the limitations and shortcomings of current laws; at the same time, meet the requirements of national governance innovation, build a team of professional, responsible, dynamic civil servants, serve the people, meet the requirements of industrialization and modernization of the country.

The conference received many comments from leaders of the Home Affairs sector and representatives of public service units. The comments focused on the need to clearly stipulate the number of positions, regimes and policies for civil servants transferred to work at other agencies and units. In addition, in case civil servants are transferred to a new job position, they should be given the opportunity to supplement the appropriate certificates after a certain period of time, avoiding pressure immediately upon transfer.

Delegates contributed many ideas to the Draft Law.

Many delegates also emphasized the need to issue specific and unified codes of conduct in professional activities from competent authorities. Regarding recruitment, the conference proposed to supplement the form of admission through examination and selection; at the same time, develop detailed regulations for recruitment at autonomous public service units, ensuring transparency, objectivity and efficiency.

The comments have been seriously received by the Ministry of Home Affairs, serving as an important basis to contribute to perfecting the draft Law on Civil Servants (amended) before submitting it to the National Assembly for consideration.
