On September 22, the Chairman of the People's Committee of Thanh Hoa province issued Official Dispatch No. 21/CD-UBND requesting leaders of armed forces, relevant departments and units to monitor, update, and grasp the storm's developments; focus on leadership, direction, review, update plans, and be ready to immediately deploy measures to respond to the super storm.

The content of the telegram requires localities, departments, branches and relevant units to postpone unnecessary meetings, mobilize the entire political system, focus on leadership, direction, implementation and urging of response to super typhoon Ragasa.

Urgently check and count all ships and vehicles operating at sea and along the coast; inform ship owners and captains of ships and vehicles still operating at sea about the developments and forecast of the storm's movement; guide them to move away from and not enter areas at risk of being affected by the storm; call on and guide ships and vehicles to safe shelters; at the same time guide and support the implementation of necessary measures to ensure the safety of ships at anchorages.

Deploy as soon as possible measures to prevent and combat storms at sea, on islands, in coastal areas and on land, paying attention to proactively reinforcing to ensure the safety of houses, infrastructure works, sea dykes, limiting damage to production, especially agricultural production in coastal areas; support people in harvesting agricultural products that are about to be harvested with the motto "green house is better than old field" to limit damage caused by storms.

Review plans, forces, and means to be ready to organize and deploy evacuation support and relocation of people in unsafe areas before the storm directly affects them, and deploy response, rescue, and relief work when bad situations occur.

The leaders of Thanh Hoa province also assigned specific tasks to the leaders of the armed forces, departments and units; especially the Department of Agriculture and Environment to proactively coordinate with the Border Guard Command, Thanh Hoa Coastal Information Station and relevant localities and units to direct the work of ensuring safety for fishing vessels operating at sea and along the coast, deploying measures to protect dykes, reservoirs and agricultural production, closely monitor the situation, regularly update and proactively notify dangerous areas at sea so that vessels and vehicles operating at sea know, do not enter or exit dangerous areas.

Preside over and coordinate with the Department of Industry and Trade to direct the safe and effective operation of the inter-reservoir system in the Ma River basin, ensuring safety for the project and downstream.

Direct and urge sectors and localities to deploy disaster response work in accordance with the actual situation, promptly report and propose to the Chairman of the Provincial People's Committee to direct issues beyond its authority.
