Accordingly, to ensure security and traffic safety before, during, and after the Ha Long Carnival program and during the peak period of festivals and events on April 30th - May 1st, the People's Committee of Ha Long City prohibits all vehicles from circulating (except priority vehicles: ambulances, fire trucks, etc.; vehicles of delegates and vehicles serving the 2024 Carnival program are allowed to circulate) on Vo Nguyen Giap road section from the roundabout intersecting with My Chau road to the roundabout intersecting with Thuong Cang road, Bai Chay ward, Ha Long City.

At the same time, restrict the circulation of trucks and buses (except for vehicles carrying delegates) on the Ha Long road section from the roundabout intersecting with Hoang Quoc Viet road to in front of the Muong Thanh Quang Ninh Hotel.

Road closures will be in effect from 5 PM until the end of the preliminary and final rehearsals of the Carnival (April 25-26) and from 3 PM until the end of the Carnival (April 28).

In addition, Ha Long City also requested project owners, construction contractors, and project owners to temporarily suspend construction activities and the transportation of soil, stone, and loose materials within Ha Long City during the peak period of festivals and events around April 30th - May 1st; specifically, from 0:00 on April 25th to the end of May 1st.
