"Handbook" to improve the quality of party members and the quality of grassroots party cell activities

BHG - According to President Ho Chi Minh, Party members are the cells of the Party, "A strong Party is due to a good Party cell, a good Party cell is due to good Party members". Party members and grassroots Party cells are the nucleus of the Party, where the Party's guidelines, lines and policies are directly conveyed to the people. Consistent with that viewpoint, in recent years, the Ha Giang Provincial Party Committee has always focused on and strengthened Party building at the grassroots level, especially improving the quality of Party members and the quality of Party cell activities is a key, regular and continuous task.

Acting Provincial Party Secretary Nguyen Manh Dung inspected the conversion of crop structure in Huu Vinh commune (Yen Minh).

Ha Giang Provincial Party Committee has 15 subordinate Party Committees (including 11 district and city Party Committees, 3 armed forces Party Committees and the Provincial Agencies - Enterprises Party Committee). As of January 2023, the whole province has 844 grassroots Party organizations (including 305 grassroots Party Committees and 539 grassroots Party Cells); there are 3,743 Party Cells directly under the grassroots Party Committees, with a total of 73,551 Party members, including 70,555 official Party members and 2,996 probationary Party members.

The Provincial Party Committee has always focused on improving the quality of Party members and Party cell activities, achieving many positive changes. However, through inspection, monitoring, and grasping reality, it is found that in recent years, for many reasons, some Party members have eroded their revolutionary ideals; degraded their political ideology, morality, and lifestyle, and fallen into social evils such as gambling, black credit, and illegal multi-level marketing activities; along with that is the state of being afraid and lazy to study the Party's resolutions, and there are even Party members who violate Party regulations and State laws that must be disciplined.

Since the beginning of the 2020-2025 term, Party committees and Inspection Committees at all levels have strengthened inspection and supervision work, thereby detecting and disciplining Party members who violate Party regulations and State laws. In 2021, Party committees, Party organizations, and Inspection Committees at all levels disciplined 292 Party members; in 2022, 244 Party members. In particular, the Yen Minh District Party Committee has disciplined 92 Party members since the beginning of the 2020-2025 term.

In activities, the Party Cells have basically implemented the contents according to regulations, closely following the actual tasks in each locality. Upholding the spirit of democracy, having the participation of opinions and unification in the Party Cell, associated with studying and following the ideology, morality and style of Ho Chi Minh ; closely following the leadership and direction of superiors. On the part of Party members, always comply with the regulations on Party Cell meeting time, recording Party member training notebooks, as well as paying Party fees according to regulations. Upholding the spirit of democracy, self-criticism and criticism, contributing to the drafting of monthly and annual resolutions of the Party Cell. Having the awareness to practice and improve political qualities, morality, lifestyle, having the awareness to serve the people, gaining the trust of the people. From those positive changes, it has contributed to building the Party Cell in particular and the Provincial Party Committee in general to be clean and strong.

However, through inspection and grasp of reality, it is found that at the meetings of some grassroots Party cells, the spirit of self-criticism and criticism of Party members is not high, there is still a situation of Party members being indifferent and not interested in the work of the Party cell, attending meetings but not discussing, not having opinions, especially young Party members. There is also a situation of "appearing but not being satisfied", voting to follow the majority, so there are still petitions that go beyond the level, impersonation, anonymity.

Comrade Luu Dinh Phat, Deputy Head of the Provincial Party Committee's Organization Committee, said: “In Party cell activities in some places, especially Party cells in agencies, meeting time is not guaranteed, often combined after unit meetings. The content of the activities is poor, monotonous, business-like, and heavily specialized. In Party activities, there are sometimes still formalities, listing tasks, the previous month is passed down to the next month, and the results of implementing the resolutions of the previous meeting have not been evaluated. Specific tasks have not been assigned to each Party member, especially the situation of issuing resolutions that are not close to the actual situation in the locality or unit. Thematic activities for each quarter have not been fully implemented. The struggle for self-criticism and criticism in some Party cells is still weak, many key and urgent issues have been raised but not thoroughly discussed or clearly concluded. The pioneering and exemplary role of Party members has not been promoted, as well as the inspection and supervision of Party members in performing political tasks”.

Along with the above situation, currently in some agencies and units of the Party and the State, Party members and heads of Party committees have not promoted the role and responsibility of Party members and have not promoted the fighting spirit of the Party. There is a lack of management and assignment of tasks to Party members. The work of inspection, supervision and correction is loosened when Party members show signs of ideological, moral and lifestyle degradation. Along with that is the situation of avoiding and shirking responsibility among some agencies, including leaders who have not promoted the pioneering and exemplary role of Party members in performing their assigned duties and tasks, are still hesitant, afraid of making mistakes, do not dare to think, do not dare to do. This leads to stagnant work, causing difficulties for people and businesses.

The Party Cell of the Department of Natural Resources and Environment of Ha Giang City has 16 party members, including 3 units: Department of Natural Resources and Environment, Land Registration Office, Compensation and Resettlement Council. These are "sensitive" units, directly affecting the rights and interests of people and businesses. However, in the past, the management and assignment of tasks to party members were not close and specific, so the work was not really smooth, causing bad public opinion.

Comrade Hoang Van Hau, Secretary of the Party Cell of the Department of Natural Resources and Environment of Ha Giang City, said: “Previously, the Land Registration Department was under the Department of Natural Resources and Environment, so the management and assignment of tasks to party members lacked uniformity and overlap. In the Party Cell activities, there was still a state of favoritism, the spirit of self-criticism and criticism was not promoted. This led to the unit's overall work efficiency not being high…”.

As the core of the Party, Party members and Party cells are two factors that determine the quality of Party building work. If Party members are good, the work will be good; if Party members are not good, the work will be stagnant, not fulfilling the assigned duties and tasks. Therefore, improving the quality of Party members and the quality of Party cell activities is nothing other than improving the work efficiency in Party and State agencies and units; improving the material and spiritual life of the people in residential groups, villages, hamlets and villages.

According to comrade Nguyen Minh Tien, member of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Board: "To improve the quality of Party cell activities, first of all, it is necessary to improve the quality of Party cell activities at Party cell activities of Party and State agencies and units to do a good job, seriously and effectively, because these are the agencies with the greatest influence and impact in the public authority system. Just one wrong decision or one unethical Party member will have very serious consequences. Therefore, Party and State agencies and units need to use Party cell activities to rectify ethics and prevent Party members' mistakes early and from afar. In particular, the heads of agencies and units need to set an example in Party cell activities, strictly implement the spirit of democratic centralism, criticism and self-criticism in Party cell activities. If the heads of agencies and units are strict, cadres and Party members will follow. Therefore, improving the quality of Party cell activities and improving the quality of Party members is a task that has been and will be carried out regularly. "Continuous, without stopping, without stopping, not taking it easy but needing to be done with greater responsibility and intensity, this is the foundation of all work, especially at a time when our Party is resolutely carrying out the work of preventing and combating corruption, because if the quality of Party members is not good, the work of preventing and combating corruption cannot have results. Therefore, improving the quality of Party members and the quality of Party cell activities is extremely important."
