Secretary of the Hanoi Party Committee Dinh Tien Dung has just signed and issued regulations on "Management of cadres, decentralization of cadre management and appointment and introduction of cadres for election".
Accordingly, Party committees, Party organizations, agencies, units and each cadre and Party member are responsible for seriously and fully implementing the decisions of the Standing Committee of the City Party Committee on cadres and cadre work.
No collective or individual is allowed to change or fail to properly implement the decision of the Standing Committee of the City Party Committee. In special cases where changes are required, they must be assessed, reported to the Organizing Committee of the City Party Committee and approved by the Standing Committee of the City Party Committee," the regulation states.
When changing, appointing or dismissing key leaders of city-level agencies managed by central ministries, departments and branches, the Standing Committee of the City Party Committee shall provide opinions for the Party Delegation, Party Executive Committee or leaders of central ministries, departments and branches to consider and decide.
In case of different opinions, the Party Delegation, Party Executive Committee, leaders of central ministries, departments and branches shall decide and be responsible for their decisions.
The Hanoi Party Committee stipulates that disciplined cadres in Hanoi are not assigned, appointed, or recommended to run for a position higher than the position they were disciplined for.
According to regulations, Party committees, Party organizations and collective leadership of competent agencies shall consider, decide on the appointment and introduction of candidates according to their authority; ensure the leadership of the Party, the principles of democratic centralism, objectivity, publicity, transparency, and fully promote the authority and responsibility of each member and leader.
This must also ensure the stability, succession and continuous development of the staff; improve the quality and efficiency of work. Do not appoint, recommend candidates, transfer, confer or promote military ranks on cadres and party members who are under disciplinary review or handling.
Notably, this regulation has 7 sections on "standards and conditions for appointing and recommending officials to run for higher positions". In particular, in addition to ensuring general standards and title standards as prescribed, officials appointed or recommended to run for higher positions must not violate regulations on what party members, officials, civil servants, and public employees are not allowed to do.
This officer must also have held the current position or equivalent position for at least 2 years. Special cases will be considered and decided by the competent authority.
Disciplined officials shall not be assigned, appointed, or recommended for candidacy to a position higher than the position they were disciplined for within the following period of time (from the effective date of the disciplinary decision): 12 months for the disciplinary form of Reprimand; 30 months for the disciplinary form of Warning; 60 months for the disciplinary form of Removal from office.
Also according to this regulation, at least 90 days before the expiration date of the appointment term, the head and collective leadership of the agency or unit directly employing the cadre must review, report and be responsible to the competent authority for requesting the policy of reappointment or extension of the term of office of leadership or management to retirement age for the cadre .
