Hotline 112 - phone number to receive information about incidents and disasters

The Government has just issued Decree No. 200/2025/ND-CP detailing a number of articles of the Law on Civil Defense (effective from August 23, 2025), which stipulates the telephone number for receiving information and the content of information about incidents and disasters. SGGP Newspaper would like to introduce the regulations on the telephone number for receiving information and the content of information about incidents and disasters.

Receiving information on civil defense

The 112 hotline receives information about incidents, natural disasters, catastrophes, potential risks, and requests for assistance from organizations and individuals. The 112 hotline is located at the Provincial Military Command, the Hanoi Capital Command, and the Ho Chi Minh City Command (collectively referred to as the Provincial Military Command).

The 112 emergency hotline system receives information from organizations, individuals, the 113, 114, and 115 hotline systems, and other communication systems serving the field of civil defense. The 112 hotline is interconnected with the 113, 114, and 115 hotlines and operates 24 hours a day, seven days a week. Calls from landline and mobile phone subscribers to the 112 number are free of charge. The 112 hotline stores all incoming calls for inspection, research, and improvement of the effectiveness of civil defense operations.

Regulations on handling information from the 112 hotline.

Upon receiving information about incidents or disasters, the 112 emergency hotline operator must promptly report to the commanding officer at the Provincial Military Command. The Provincial Military Command will then promptly notify the relevant agencies in their assigned areas; and simultaneously report to the Civil Defense Command at the same level and the Office of the National Civil Defense Steering Committee. The agencies in charge of each assigned area will proactively coordinate with the standing agency and other forces to respond to, mitigate, and handle the situation; based on the nature and severity of the situation, if it exceeds their capabilities and requires the mobilization of forces and resources outside their authority, they must promptly report to the Provincial Civil Defense Command for a decision.

The operator at the call center is responsible for processing information promptly and in accordance with regulations; in cases of delayed or improper processing, depending on the extent of the damage, legal action will be taken. Organizations and individuals who intentionally provide false information about incidents or disasters will also be subject to legal action depending on the nature and severity of the offense.
