Shades of gray
According to Delegate Nguyen Huu Thong, the results achieved in 2022 were very good, however, the results in the first months of 2023 rarely showed bright colors but mainly gray tones. It is clear that the causes and limitations that have existed and will be present will be major challenges in implementing the socio -economic development plan in 2023, especially the target of achieving GDP of 6.5%. Specifically, GDP growth in the first quarter of 2023 reached 3.32%, a very low level in the context of the economy opening up after controlling the Covid-19 epidemic and on the low base of the same period last year, showing that completing the annual growth target (6.5%) is very difficult.
Emphasizing that there are many difficulties and challenges in the coming time, requiring the Government, ministries, localities and the entire political system to take drastic and determined actions to resolve bottlenecks and unblock resources to promote economic and social development. According to delegate Thong, one of the major bottlenecks is the human factor and the Government also identified it as one of the eight limitations and difficulties in the past time, leading to failure to achieve the expected socio-economic development plan.
“At the 4th Session, I also stated that the cause was due to human factors and the Government also directed very strongly to overcome the above situation. In particular, reviewing and promulgating policies and mechanisms in a synchronous manner, avoiding overlap and contradiction is the central and important task of the Government. Specifically, at this 5th Session, the National Assembly gave opinions on 8 draft laws and gave opinions on 9 other draft laws. This is considered the National Assembly session that gave opinions and passed the most draft laws since the beginning of the term until now - showing the efforts of the Government and Central Ministries and branches" - said delegate Nguyen Huu Thong.

Delegate Nguyen Huu Thong also said that the institutionalization of Conclusion No. 14 of the Central Committee on protecting cadres who dare to think, dare to do, dare to take responsibility for the common good, despite the Government and the Prime Minister's continuous direction; According to the plan, the Ministry of Home Affairs submitted it to the Government for promulgation in April 2023, but it has not been promulgated yet. Therefore, the delegate requested the Government and the Prime Minister to direct more strongly so that the above correct policy of the Party is concretized by legal regulations and actually comes into life.
Delegate Nguyen Huu Thong expressed his emotion at the content of the proposal " Soon complete legal regulations to ensure consistency, close synchronization and safety for cadres, civil servants and public employees in performing public duties" in the review report of the National Assembly's Economic Committee. According to the delegate, the proposal to complete legal regulations to ensure consistency and close synchronization is a very familiar phrase in any report, from the grassroots to the central level, through a preliminary and final review. But the phrase "safety for cadres and civil servants in performing public duties" is the first and perhaps the only time ever in a major report, an important national report, to mention this issue.
"That shows the sympathy and sharing of the Standing Committee of the Economic Committee on the issue of current public service implementation, especially at the local level. As we know, when the mind is at peace, everything is easy to do, when the mind is at peace, dedication will be greater, and when the mind is at peace, people are happier and in general, cadres today really need the two words peace of mind" - delegate Nguyen Huu Thong said.
