Low salary, many qualified doctors quit their jobs
According to a report from the Dak Lak Department of Health , from 2021 to June this year, the entire industry had 149 health officials resign, including 84 doctors.
For the doctors who quit their jobs, most of them have postgraduate degrees and work at provincial hospitals and district medical centers.
It is known that most of the cases of resignation are due to low salary and high work pressure.

Mr. Nay Phi La - Director of Dak Lak Department of Health - said that for Ea Sup district, recruiting and attracting doctors to work at commune health stations is very difficult, there is a lack of qualified human resources in primary health care and preventive medicine, the number of formally trained doctors working at primary health care is very low, most of them are trained in the form of continuing education.
"Local funding sources are still limited, leading to an increase in the number of people resigning from their jobs. Therefore, the Department recommends paying attention to policies and regulations to attract human resources to work at grassroots health facilities, creating motivation to retain and attract young doctors with qualifications and capacity to work in remote, border areas, and areas with difficult economic conditions," Mr. Nay Phi La proposed a solution.
According to Mr. Nay Phi La, to resolve the situation of doctors and medical staff resigning, the unit continues to implement recruitment work based on the approved job position project.
The Director of Dak Lak Department of Health stated that, in addition to ensuring the implementation of policies and regimes prescribed by the Central Government and Ministries, Dak Lak province implements policies and regimes of the Provincial People's Council, and stipulates a number of preferential policies and regimes to support civil servants working in the health sector in the area.
Lack of human resources to carry out bidding for drugs and medical supplies
Talking about the current situation of drug shortages at medical facilities in the province, Mr. Nay Phi La said that most medical facilities are experiencing drug shortages, at varying levels.
Some hospitals are experiencing shortages of supplies such as: IV lines, intravenous catheters, artificial kidney catheters, biochemicals, etc.

The head of the Dak Lak health sector said the cause of the above situation is due to difficulties in implementing central documents, the responsibility of price appraisal agencies is still hesitant, afraid of making mistakes, and the quality of human resources is still limited in the field of purchasing medical equipment.
According to the Dak Lak Department of Health, before the Covid-19 outbreak, the entire industry had 4 staff members performing bidding work. Later, related to the case of "Lack of responsibility causing serious consequences at the Dak Lak Department of Health in 2014-2015", 1 person was prosecuted, 2 people quit their jobs and 1 person was transferred to another job.
Currently, the Department of Health only has 2 personnel to carry out the main bidding work, in addition to bidding for the local-level concentrated drug list.
The Department of Health's report stated that the medical staff is mainly trained in specialized knowledge of medicine and pharmacy, but has not received in-depth training in bidding, leading to a number of medical staff willing to quit their jobs because of concerns about violations in procurement and bidding.

To resolve the above situation, Dak Lak Department of Health continues to mobilize additional human resources from affiliated medical facilities to carry out bidding work, while waiting for the Provincial People's Committee to organize civil servant recruitment exams.
To reduce the workload, as well as limit the situation of human resources bidding spread across each medical facility, the Department of Health will consolidate the bidding organization work, recommending the Provincial People's Committee to assign the Central Highlands General Hospital and the Provincial Traditional Medicine Hospital to have a list of drugs that can cover the entire province.
The Department of Health will be responsible for implementing the bidding document appraisal stage, appraising the contractor selection results, and supervising and regulating the implementation of the framework agreement.
