Phung Khoang Lake Park is a project item of Phung Khoang New Urban Area project, which was first approved in 2007 and started construction in 2016. The project has a scale of 11.8 hectares, with a total investment of more than 3,483 billion VND. The project is invested by the Joint Venture of Hanoi Housing Investment and Development Corporation and Urban Investment and Construction Joint Stock Company.

The project has been behind schedule for many years, causing public outrage. At the end of November 2024, Chairman of the Hanoi People's Committee Tran Sy Thanh requested that by the Lunar New Year 2025, the Phung Khoang Lake Park Project must be completed and put into use so that people can enjoy and watch fireworks at the park on New Year's Eve.

On December 31, 2024, Vice Chairman of Hanoi People's Committee Duong Duc Tuan inspected the project's progress. At the time of the inspection, the Project Management Board said that about 60% of the work had been completed.

Immediately after the city's direction, the investor focused on human resources and machinery to construct project items.

The leaders of the Hanoi People's Committee acknowledged and commended the People's Committees of Thanh Xuan and Nam Tu Liem districts for promptly coordinating with the Investor to complete the items of Phung Khoang Lake Park and soon put the project into operation on schedule.
