Agencies and organizations in Hanoi are encouraged to arrange for officials, civil servants, public employees and workers to work online on October 6 to prevent storm No. 11. On October 5, to respond to storm No. 11 (storm Matmo), the Chairman of the Hanoi People's Committee issued a telegram directing the city's departments, branches, units, and localities to have plans and solutions to respond decisively, proactively, promptly, and effectively.

In particular, the Chairmen of the People's Committees of communes and wards focus on leading and directing the implementation of storm response measures, ensuring the safety of people's lives, especially the elderly, children, students and other vulnerable groups; protecting houses, warehouses, factories, headquarters of agencies, units, educational and medical facilities, dyke systems, dams, infrastructure works, production and business activities, agricultural production; organizing and arranging forces to be ready to divert and guide traffic, restrict people from passing through culverts, spillways, deeply flooded roads, fast-flowing water, roads with incidents or at risk of landslides; preparing forces, materials and means to overcome incidents, ensuring smooth traffic on main traffic axes when heavy rain occurs.

The Commander of the Capital Command and the Director of the Hanoi Police Department directed and prepared to arrange forces and means to coordinate with relevant forces to deploy the work of preventing, combating, and responding to natural disasters; review and deploy fire prevention, firefighting, rescue, and salvage plans at key facilities, works, and residential areas at risk of insecurity due to natural disasters and incidents; guide the flow and regulation of road, waterway, and railway traffic when storms make landfall and heavy rain occurs.

In the telegram, the Chairman of the Hanoi People's Committee encouraged agencies and organizations in Hanoi to arrange for officials, civil servants, public employees and workers to work online on Monday (October 6) to avoid storms and rains. At the same time, he requested the Director of the Hanoi Department of Education and Training to direct inspections and be ready to deploy plans to ensure the safety of teachers and students, school facilities and classrooms in the city when natural disasters occur; based on the developments of rain, storms and floods in the area, proactively direct students at all levels to stay home from school to ensure the safety of students and teachers.

Currently, the water levels of major rivers in Hanoi (Da River, Red River, Duong River) are below alert level I, but still at high levels; the water levels on Tich River and Bui River are above alert level III; Ca Lo River is above alert level II; Day River, Nhue River, Cau River are below alert level II... The water levels of most irrigation reservoirs are exceeding the overflow threshold such as: Suoi Hai, Tan Xa, Xuan Khanh, Quan Son, Van Son. Along with that, more than 2,000 houses are still flooded due to the impact of rain and floods after storm No. 10.
