After 2 months of implementing the 2-level local government model in Hanoi, the organizational structure of 126 communes and wards has stabilized; decentralization and delegation of authority have been promoted, especially in implementing socio-economic development tasks and handling administrative procedures for people and businesses. However, the implementation is revealing many limitations and shortcomings...

The new system is operating stably.

On September 11th, the Standing Committee of the Hanoi City Party Committee held a conference to assess the implementation and operation of the two-tiered local government model in Hanoi. According to the assessment of the Hanoi City Party Committee's Organization Department, after two months of operation, the two-tiered local government model has achieved many positive results, creating a foundation for synchronized and effective implementation, and ensuring stable and smooth operation. Regarding organizational structure, the city quickly established and stabilized the organizational structure of 126 new communes and wards, and to date, all 126 commune and ward Party Committees have successfully held their congresses for the 2025-2030 term.

After two months of implementing the two-tiered local government model in Hanoi, administrative procedures serving the people have become smoother.

Specifically, the Standing Committee of the Hanoi City Party Committee decided to transfer 5,258 cadres, civil servants, and public employees from the city's Party and mass organizations to work at the Party Committees of 126 communes and wards; issued a Decision on temporarily assigning the 2025 administrative and public service staffing plan for administrative agencies, public service units, and commune/ward People's Committees for 9,622 positions, including 3,280 district-level civil servants transferred to communes and 6,342 commune-level cadres and civil servants transferred to communes. At the same time, it resolved policy issues for 4,294 cases.

Along with stabilizing the administrative apparatus in 126 communes and wards, decentralization and delegation of authority have been strengthened, especially in the implementation of socio-economic development tasks and the handling of administrative procedures for citizens and businesses, ensuring the new apparatus operates stably and smoothly. The implementation of socio-economic development and national defense and security tasks has been focused on, ensuring effective budget revenue and expenditure in the area. Cultural and social welfare activities have been organized effectively, creating consensus among the people. Political security has been maintained, and local defense and military affairs have been kept stable, ensuring the safety of important political events.

The staffing levels at the commune and ward levels are still limited.

According to the Chairman of the Hanoi People's Committee, Tran Sy Thanh, after two months of implementing the two-tiered local government model, the socio -economic development of the capital city has been stable. However, practical implementation has also revealed some limitations, such as: uneven development among communes and wards; an unsuitable organizational structure; and an overloaded staffing system. Based on this, units and localities need to proactively organize their staffing, and also hire consultants to objectively assess the organizational structure and staffing levels; and strengthen staff training to address difficulties in staff professional skills. On this occasion, the Chairman of the Hanoi People's Committee assigned the Hanoi Public Administration Service Center to develop a chatbot within the staff system and link it to operational manuals to support grassroots officials.

In light of the initial results and challenges in implementing the two-tiered local government model, concluding the conference, the Standing Deputy Secretary of the Hanoi Party Committee, Nguyen Van Phong, pointed out that the city has made a positive start in operating the two-tiered local government model. This is a great effort and determination of the entire political system from the city level to the grassroots. The city has proactively identified difficulties to overcome them, ensuring uninterrupted service to the people and businesses. However, the initial implementation of the two-tiered local government model also revealed difficulties that need to be addressed. Prominent among these are the challenges regarding the staff at the commune and ward levels, which are both insufficient in number and limited in quality and professional skills; and inadequate information technology infrastructure. Furthermore, information flow between the Party and government at the grassroots level is not smooth, leading to many recommendations from the Party committee overlapping with issues already resolved by the government.

Regarding future tasks, the Standing Deputy Secretary of the Hanoi City Party Committee requested that units continue to gather practical information and comprehensively summarize difficulties so that the city can propose appropriate mechanisms and policies to the Central Government for adjustment. At the same time, departments and agencies should continue to review and resolve all requests from the grassroots level, and continue to focus on training and developing cadres, as this is a crucial aspect.
