Need for specific and synchronous mechanisms and policies in developing innovation and startup ecosystem

To promote innovation, creative startups, develop innovation systems, and creative startup ecosystems, there needs to be specific and synchronous mechanisms and policies.

Currently, the Ministry of Science and Technology is drafting a Decree detailing and guiding a number of articles of the Law on Science, Technology and Innovation on innovation; encouraging scientific, technological and innovative activities in enterprises; recognizing innovation centers, supporting creative startups; recognizing individuals and creative startups; infrastructure, networks and creative startup ecosystems.

The purpose of drafting the Decree is to institutionalize the policies of the Party, the National Assembly, and the Government on innovation; encourage science , technology, and innovation activities in enterprises; recognize innovation centers, support creative startups; recognize individuals and creative startups; science and technology enterprises; develop an innovation system centered on enterprises; infrastructure, networks, and creative startup ecosystems; promote the culture of innovation and creative startups. At the same time, perfect the legal framework on innovation and creative startups; synchronize and unify with current legal documents, creating convenience in organizing implementation.

Issuing new regulations for science and technology startups is necessary because fully institutionalizing the new regulations of the Law on Science, Technology and Innovation 2025 will overcome the lack of synchronization and fragmentation in management and support for science and technology enterprises.

The new regulations will create a unified and synchronous legal corridor, ensuring transparency, feasibility, and suitability to practical requirements; simplify procedures, strongly shift from pre-inspection to post-inspection, increase the application of digital technology in management; and at the same time thoroughly decentralize to localities. This is an important basis to improve policy effectiveness, promote the quantity and quality of science and technology startups.

The new draft Decree will focus on reviewing, amending and supplementing regulations on conditions, authority, order, procedures, and certification of science and technology start-up enterprises, synthesizing preferential support policies for science and technology enterprises, including: Regulations on the authority to grant Certificates of science and technology enterprises.

The Decree also clearly states the conditions for granting a Certificate of Science and Technology Enterprise; application documents for granting a Certificate of Science and Technology Enterprise; regulations on documents, procedures for granting, changing the content, re-granting, revoking, and canceling the validity of a Certificate of Science and Technology Enterprise; regulations on preferential and support policies for science and technology enterprises.

Accordingly, the People's Committee of the province where the enterprise has its head office is the competent authority to receive dossiers, appraise and grant Certificates of Science and Technology Enterprises, grant changes in content, re-grant, revoke, and invalidate Certificates of Science and Technology Enterprises; specify the conditions for granting Certificates of Science and Technology Enterprises; dossiers of application for Certificates of Science and Technology Enterprises; regulations on dossiers, procedures for granting, changing content, re-granting, revoking, and invalidating Certificates of Science and Technology Enterprises; regulations on preferential policies and support for science and technology enterprises.
