Identifying digital transformation as a core task throughout the leadership, direction and implementation of Party committees and authorities at all levels, the People's Committee of Hoa Loc commune has issued a digital transformation plan, decided to establish a commune digital transformation steering committee and issued the steering committee's operating regulations, assigned members to be in charge of each field; established a working group to assist the digital transformation steering committee and issued the working regulations of the working group; established 40 community digital technology teams in 40 villages with 202 members.
At the same time, the Commune People's Committee regularly proactively integrates and deploys legal documents of all levels and sectors related to digital transformation work; issues documents to create a legal corridor to promote digital transformation; deploys online public services on the basis of the National Population Database, which is promoted, bringing practical efficiency, serving people and businesses better and better.
Up to now, 100% of documents exchanged between agencies are carried out through the electronic document management system (except for confidential documents as prescribed); 100% of administrative procedure files are received, processed and returned results on the electronic one-stop system; the rate of online files for the whole process and in part is over 98%.
The whole commune has 27,926/31,920 people of adult age who have successfully activated their VNeID level 2 electronic identification account, reaching 87.5%; over 70% of people know and use at least one digital platform in administrative transactions; 100% of small and medium enterprises in the commune have used electronic invoices and 80% of enterprises have used digital platforms in production and business management activities; over 80.2% of the adult population has smartphones; over 97% of people have electronic health records, with information regularly updated and supplemented; over 75% of households pay electricity bills without cash; 100% of primary and secondary schools in the commune have completed digital management models, digital operations, standardized digital data, open digital learning materials warehouses, installed vnEdu Teacher and vnEdu Connect applications to support teachers and parents in updating information and interacting; 100% of educational institutions in the area accept cashless payments...
In order to promote the interconnected, synchronous, fast and effective digital transformation to meet the requirements of organizing the two-level local government apparatus, the People's Committee of Hoa Loc commune has developed plans and scenarios to support disadvantaged people in accessing online public services and handling specific situations.

Deputy Director of Hoa Loc Commune Public Administration Service Center Trinh Thi Ly said: "With the goal of ensuring that all people in the area, especially the disadvantaged (the elderly, the disabled, single women, illiterate people...) can access and perform administrative procedures and public services conveniently, quickly, and in accordance with regulations, thereby improving service quality, enhancing responsibility for performing public duties, and office culture of officials and civil servants... The Commune Public Administration Service Center has actively promoted the application of information technology, administrative reform, and supported people to look up and perform administrative procedures accurately, easily and quickly. The commune also arranged civil servants, youth union members, shock forces, and volunteers to support and guide people to create online public service accounts, look up and submit documents online, and make online payments on the public service portal... Thereby, improving people's satisfaction when performing administrative procedures at the center".
Ms. Nguyen Thi Lanh in Dong Hoa village came to the Commune Public Administration Service Center to apply for a re-issued business license and shared: "The center's staff guided me to create an online public service account and submit my application online, which was very convenient and quick, helping me avoid having to supplement documents and go back and forth many times."
However, besides the achieved results, digital transformation activities in Hoa Loc commune still face some difficulties such as: Human resources with in-depth expertise in information technology are still lacking; awareness of a part of the people about digital transformation and information exploitation on digital platforms to serve the improvement of people's knowledge and economic development is not uniform; some databases have not been connected, interconnected, and exploited; interconnected administrative procedures still have errors, there is not enough data to perform newly decentralized administrative procedures...
In the coming time, Hoa Loc commune will continue to promote information security and prevent fraud in cyberspace; closely coordinate with the police force to strengthen propaganda and guide people to secure personal information, be vigilant against fake messages, calls, and websites, contributing to building a safe digital environment, promoting digital transformation activities in the area to go into depth, synchronously, and effectively.
