Problems that need to be overcome

At a meeting with intellectuals and scientists on December 30 in Hanoi , General Secretary To Lam emphasized that intellectuals and scientists are always the pioneering force in enlightening people, building revolutionary theories and applying science and technology into practice.

The General Secretary acknowledged, commended, highly appreciated and congratulated the achievements and results that Vietnamese intellectuals and scientists have achieved during the revolutionary stages of the Party, especially during the period of national renewal. In particular, the application of new technology has helped transform the economic structure of agriculture and rural areas, increase production value, and bring Vietnam into the group of leading exporting countries in the world in rice, coffee, pepper, cashew nuts, rubber, etc.

In addition to the achievements, the General Secretary also frankly pointed out the shortcomings that need to be overcome soon. The General Secretary said that the number of works and inventions of international stature is still limited, lacking breakthroughs. There are still not many strong scientific groups with regional and international prestige, while scientific research has not met the urgent needs of society.

Notably, there is a serious shortage of elite talent and leading experts. The next generation of human resources has not received due attention, leading to an inadequate contribution of intellectuals to socio-economic development.

According to the General Secretary, the team of intellectuals and scientists need to fulfill their responsibilities and missions, aiming for great goals. Specifically, by 2030, Vietnam needs to have 100 inventions and innovations recognized in the world science rankings, three scientific journals that meet international standards, and at least 5 digital technology enterprises on par with the great powers.

Furthermore, by 2045, Vietnam aims to become one of the digital technology industry centers of the region, ranking among the top 30 countries in innovation and digital transformation.

“Intellectuals and scientists must be the core for Vietnam to rise to the top in Southeast Asia in the field of artificial intelligence research and digital competitiveness,” the General Secretary affirmed.

The General Secretary also suggested that it is necessary to soon innovate training, selection and use of intellectuals, closely linking scientific centers, research institutes, schools and businesses. In particular, the General Secretary requested that there be a mechanism to support scientists, avoiding the situation of "research being shelved", instead, research results should be transferred to businesses to improve labor productivity.

The development of a National Strategy for the Development of Intellectuals, expected to be completed in the first half of 2025, is also emphasized as an urgent task.

Faith in Resolution 57

At the meeting, intellectuals and scientists expressed their confidence in Resolution No. 57, which was recently issued by the Politburo on December 22, 2024. According to Professor, Dr. Tran Dinh Long - Chairman of the Vietnam Plant Varieties Association, this resolution opens up a great driving force for innovation and development of science and technology. He also proposed to reward high-quality agricultural innovations, contributing to promoting the digital economy in the agricultural sector.

Meanwhile, Dr. Nguyen Quan - former Minister of Science and Technology, proposed to transfer ownership and valuation of scientific research to scientists. This will remove barriers, helping to optimize the application value of science in practice.

Concluding the meeting, General Secretary To Lam emphasized: "The Party, State and people have great expectations for intellectuals and scientists - the pioneers who accelerate the country's sustainable development."

These expectations are not only challenges but also great motivation for Vietnamese intellectuals and scientists to affirm their role in the new era, contributing to bringing Vietnam to the regional and world level.
