Discussing at the meeting hall about the draft Law on Prevention and Combat of Human Trafficking (amended), some National Assembly deputies said: Victims of human trafficking are mainly ethnic minorities, people from mountainous and border areas, children or people aged 19-20. Therefore, propaganda needs to focus on appropriate and effective subjects and forms.
Continuing the program on the morning of June 24, the National Assembly discussed in the hall the draft Law on Prevention and Combat of Human Trafficking (amended). Discussing in the hall, many delegates expressed their agreement with the necessity of amending the Law on Prevention and Combat of Human Trafficking and the review report of the National Assembly's Judicial Committee to ensure the consistency of the legal system and overcome shortcomings in the implementation of laws on prevention and combat of human trafficking.
Concerned about the issue of preventing human trafficking in mountainous and border areas, delegate Tran Thi Nhi Ha, National Assembly Delegation of Hanoi, said: According to a report on the situation of human trafficking in Vietnam in 2021, the victims are mainly ethnic minorities, highland and border areas, children or 19-20 years old, mostly female. If looking at the statistics, it can be seen that propaganda must target specific subjects, namely female children, ethnic minorities in highland and border areas.
According to the delegate, Chapter 2 of the draft Law stipulates information, propaganda and education on preventing and combating human trafficking, but Article 7 of the draft Law's provisions is still general; it does not clearly define which objects the propaganda focuses on, and what specific forms of propaganda and education are.
According to the statistical report, most victims of human trafficking only finished grade 9, and a few finished grade 12. Therefore, delegate Tran Thi Nhi Ha proposed that the draft Law should include compulsory education in the curriculum for mountainous and border areas to educate about human trafficking prevention, helping students to be aware of human trafficking behaviors early. Thereby, they will be able to identify risks and take measures to protect themselves and those around them.

Regarding the budget for the prevention and combat of human trafficking, delegate Nguyen Thi Thu Nguyet, National Assembly delegation of Dak Lak province, said: Regarding the State's policy on the prevention and combat of human trafficking (Article 5), Clause 4 of this article stipulates: Every year, the State allocates a budget for the prevention and combat of human trafficking, prioritizing ethnic minority areas and areas with particularly difficult socio-economic conditions. The delegate proposed to add border areas to be given priority in budget allocation for the prevention and combat of human trafficking.
Sharing the same view, delegate Chamaléa Thi Thuy, National Assembly delegation of Ninh Thuan province, said: In order for the work of preventing and combating human trafficking to be effectively implemented, it is necessary to review the regulations on policies of this Law project to be consistent with reality and in accordance with other legal regulations.
For example, Clause 4, Article 5 of the draft Law stipulates: "Every year, the State allocates a budget for the prevention and combat of human trafficking, prioritizing ethnic minority areas and areas with particularly difficult socio-economic conditions."
On the other hand, at Point d, Clause 1, Article 60 of the draft Law stipulates the responsibility of People's Committees at all levels: "Submit to the People's Councils at the same level to arrange funding for the implementation of human trafficking prevention and control work for local agencies and units according to the provisions of the Budget Law and implementing guidelines".
According to delegate Chamaléa Thi Thuy, the Drafting Committee of the Law project should re-study this provision, because if localities are assigned to arrange their own budget for the prevention and combat of human trafficking, it will be very difficult for localities, especially localities with low budget revenue, which will have difficulty in arranging and allocating budget from the local budget for this work.
