Following the working program at the 38th session, on the afternoon of October 10, the National Assembly Standing Committee gave opinions on the Policy to adjust land use planning for the 2021-2030 period, with a vision to 2050.

Land use index for building cultural facilities is low.
Presenting the Report, Deputy Minister of Natural Resources and Environment Le Minh Ngan said that up to now, 61/63 provinces and centrally run cities have had their provincial planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister to serve as a basis for land management and use to meet the requirements of socio -economic development and ensure national defense and security in the locality.
After 3 years of implementing the National Land Use Plan, concretized by land use plans for national defense and security purposes, provincial plans, annual land use plans and plans at district level, it has brought into play positive effects, serving as a basis for localities to carry out land allocation, land lease, land use purpose conversion, land recovery, and land use rights recognition, contributing to meeting the socio-economic development goals, ensuring national defense and security of localities and the whole country.
According to the survey results up to December 31, 2023, nationwide, the implemented land use targets reached about 5% to 10% compared to the land use targets until 2030 approved by the National Assembly. Of which, there are some high implementation targets such as urban land (21.99%), production forest land 19.59%, special-use forest land (14.02%),... but there are also many low targets such as land for construction of cultural facilities (1.96%), protective forest land (3.93%)...
According to Mr. Le Minh Ngan, some land use indicators in the National Land Use Planning and the National Land Use Plan to 2025 approved by the National Assembly are no longer suitable to actual needs; if not adjusted and supplemented, they will limit the need to use certain types of land in localities.
Citing a number of reasons for the need to adjust the planning, Mr. Le Minh Ngan said that, from the actual situation and based on current legal regulations, it is very necessary for the Government to submit to the National Assembly a decision on the policy of adjusting the National Land Use Planning for the period 2021 - 2030, with a vision to 2050 at the 8th Session of the 15th National Assembly so that the Government has enough time to organize the preparation, appraisal, and submission to the National Assembly for consideration and approval at the end of 2025, meeting the requirements of socio-economic development and ensuring national defense and security.
Further clarification of the reasons why the rate of land use for culture and education is low
Speaking at the meeting, Mr. Bui Van Cuong - General Secretary, Head of the Office of the National Assembly, suggested that the Government conduct a deeper assessment and point out subjective reasons leading to the implementation of land use targets and infrastructure construction for cultural institutions, medical facilities, educational and training facilities achieving a low rate compared to the target by 2030.
Of which, land for construction of educational and training facilities reached 3.37%, construction of medical facilities reached 5.5%, construction of cultural facilities reached 1.96%, construction of physical training and sports facilities reached only 4.86%, meaning that planning and plans but implementation only reached a very low rate.
"It is necessary to pay special attention to the problem that has been pointed out, such as why businesses only focus on investing in land use for sale but are slow to invest in building infrastructure for education, health, physical education and sports, even though they have been allocated land, have sufficient conditions for investment and construction, or when urban planning has arranged land for educational, training, health, physical education and sports facilities" - Mr. Bui Van Cuong suggested.
Commenting on this content, Ms. Nguyen Thuy Anh - Chairman of the Social Committee said that after nearly 3 years, the implementation of the targets for land for construction of cultural facilities, land with historical and cultural relics, land for post and telecommunications works is very low compared to the targets set for 2030. Ms. Nguyen Thuy Anh suggested that it is necessary to clarify both the objective and subjective reasons leading to the above situation. Sharing the same opinion, Mr. Nguyen Dac Vinh - Chairman of the Committee for Culture and Education also asked the Government to clarify the reasons why the plan for using cultural and educational land is low.
Speaking at the meeting, Deputy Prime Minister Tran Hong Ha also acknowledged that the demand for cultural land, sports land, educational land, and medical land in the recent past has been very high but the targets achieved have been very low. Explaining this, the Deputy Prime Minister said that the current cause is entangled between industry planning and urban planning.
According to the Deputy Prime Minister, in some places such as Hanoi and Ho Chi Minh City, urban planning and construction planning have not been approved. Therefore, although the targets for land use planning in some areas are available, it is still unclear where to do it and where to arrange it./.
