(Chinhphu.vn) - Vietnam needs to develop the construction materials manufacturing industry to an advanced and modern level. Products must have quality that meets international standards, use energy efficiently and economically, and have high competitiveness to meet domestic market demand. At the same time, it is necessary to completely eliminate outdated construction materials manufacturing technology that consumes a lot of resources and pollutes the environment.

Deputy Minister Nguyen Van Sinh delivered the opening speech at the conference.

On July 9, the Ministry of Construction held a conference to collect opinions on the Project "Strengthening the Party's leadership in the management of construction materials development in the new period" (project).

On January 6, the Central Party Office issued Document No. 12967-CV/VPTW to the Party Committee of the Ministry of Construction on preparing a project according to the Working Program of the Politburo and the Secretariat in 2025 for the Project "Strengthening the Party's leadership in the management and development of construction materials in the new period". In the spirit of the assigned contents, the Ministry of Construction has deployed and coordinated with localities to review and evaluate the field of construction materials; the Ministry synthesized the opinions of localities in developing the project.

The policy system is still inadequate.

Mr. Le Trung Thanh, Director of the Department of Science, Technology, Environment and Construction Materials, said that currently, the annual output of construction materials reaches about 110 million tons of cement, 150 million m3 of concrete, 15 million tons of construction steel, 5 million tons of galvanized iron, 600 million m2 of tiles, 26 million sanitary ceramic products, 331 million m2 of construction glass, 150 million m3 of sand, 250 million m3 of construction stone/gravel...

However, the system of policies and laws regulating investment activities in the development of construction materials is spread out in many different legal documents and decrees, leading to many legal gaps, overlapping jurisdictions and a lack of a primary responsible agency.

The general objective of the project is to develop the construction materials manufacturing industry to an advanced and modern level. Products have quality that meets international standards, use energy economically and efficiently, are highly competitive in the international market, and meet the needs of the domestic market. Completely eliminate outdated construction materials manufacturing technology that consumes a lot of resources and pollutes the environment.

The main contents of the draft project include: Current status and context of the domestic construction materials industry; Forecast of domestic and international situations affecting the development trend of construction materials in Vietnam; Plan to strengthen the Party's leadership in the management of construction materials development.

Proposal to establish information center on construction materials

Mr. Dinh Quoc Thai, General Secretary of the Vietnam Steel Association, said that currently, the need to promote infrastructure construction and industrialization of the country is a great opportunity to develop the steel industry. However, the new context and situation also pose many challenges that need to be proactively faced and adapted to.

According to Mr. Thai, in order for the steel industry to develop sustainably and meet domestic construction requirements, the Government needs to consider approving the Steel Industry Development Strategy to 2030, with a vision to 2050, in conjunction with specific policy mechanisms for the steel industry to grow green and sustainably. At the same time, build and perfect the system of technical management standards, quality management standards, and technical barriers to prevent steel products that do not meet technical safety and environmental standards from flooding the Vietnamese market...

According to Mr. Mai The Toan, Deputy Director of the Department of Geology and Minerals of Vietnam (Ministry of Agriculture and Environment), in order to develop the mining industry for construction materials in a sustainable direction, in addition to perfecting legal policies, it is necessary to have a comprehensive approach to planning the construction material mine system to suit the needs of each region and area; encourage the use of alternative materials and recycled construction materials; focus on environmental protection and optimize land use purposes after mine closure.

From the business perspective, the representative of Viglacera Corporation proposed to establish an information center on construction materials so that businesses can update information promptly and fully. The State continues to promote trade, support businesses to expand exports and deal with international technical barriers. At the same time, consider preferential tax policies for businesses investing in green technology, using recycled materials, saving energy, and supporting investment in digital transformation applications for businesses.

According to the representative of Vietnam Cement Corporation, our country needs to have specific mechanisms and policies to encourage businesses to use alternative fuels and materials through tax, land and green credit incentives. Review and amend regulations related to waste management, creating favorable conditions for licensing and using industrial waste and urban waste as alternative fuels and materials.

According to the representative of Hoa Phat Group, it is necessary to develop a set of national standards for materials, including prestressed steel, to facilitate bidding and product quality inspection at projects. There are policies to support product research and development and training of human resources to produce high-quality products.

Concluding the conference, Deputy Minister Nguyen Van Sinh highly appreciated the opinions of the delegates and will take note of them to continue perfecting the draft project to submit to competent authorities according to the roadmap.
