According to a report from the People's Committee of Thang Binh District, the section of the railway overpass under construction in Binh Quy commune, part of the National Highway 14E renovation and upgrade project, affects 59 households (63 plots), with a total land area of 4,734.4 m² to be acquired. The total length of the bridge and approach roads is 399.12 m, with a design featuring service roads on both sides and retaining walls, and an asphalt concrete road surface.

Regarding land clearance, to date, 45 households (48 plots) have had their compensation plans approved based on 3 compensation schemes within the land clearance area, totaling over 10.5 billion VND. Of these, 7 households (9 plots) have agreed to accept the compensation, while the remaining 38 households (39 plots) have not agreed due to low compensation rates. Furthermore, residents have also raised concerns that the construction of the overpass will restrict their living and business activities.

During the dialogue, Ms. Huynh Xuan Hien's household stated that they have a total land area of over 400m² , of which more than 200m² has been confiscated. Her family has many children, so this will affect their ability to build houses in the future. She hopes that the confiscated land will be used to supplement the land available for her children to build houses.
Mr. Phan Van Thong's family stated that the compensation offered was too low, and he refused to sign for the money. His house, approximately 30 meters long, was damaged by the landslide along 6.5 meters, meaning it will almost certainly have to be demolished and rebuilt. "However, the compensation for my family is only about 250 million VND, a price so low it's not even enough to cover the foundation. Therefore, the local authorities need to adjust the prices and put themselves in the people's shoes to understand their situation," Mr. Thong said.

Mr. Nguyen Thien Quang's family stated that their purpose in buying the land was to build a house. But now that all the neighbors have left, it seems impossible for his family to build a house and live alone. Regarding the resettlement areas in groups 3 and 4, there needs to be clearer legal information so that residents understand and feel secure handing over their land to the construction unit.
Public consensus is needed.
Railway overpasses in general, and the railway overpass at kilometer marker 15+615.32 on National Highway 14E in particular, are a type of bridge built to cross railway lines, replacing level crossings.
Therefore, the North-South railway overpass at the aforementioned location is intended to avoid level crossings between roads and railways, prevent traffic safety hazards, and improve the efficiency of train speeds and road traffic. It will facilitate the transportation of goods by both road and rail, promote socio -economic development, and ensure national security and defense.

Mr. Dang Tan Duc, Chairman of the People's Committee of Binh Quy commune, said that currently only 9 households have registered and 3 households have expressed a desire to relocate to another place. Over the past period, the local authorities have organized many dialogue sessions but have not yet received consensus; the people have made many requests, but the commune cannot act outside the regulations of the law.
“National Highway 14E is severely degraded, so we hope the people will share, support, and cooperate with the authorities to hand over the land as soon as possible so that the construction unit can complete the road project. With our authority, the commune will create the best conditions to ensure the rights of the people,” Mr. Duc shared.

According to Mr. Que Hai Trung, Deputy Director of Project Management Board 4, the project to renovate and upgrade National Highway 14E is being implemented using medium-term capital from 2021 to 2025. Therefore, there is not much time left for the project to be completed. The investment plan for the railway overpass cannot be changed. If the project is not completed by 2025, the Ministry of Transport will withdraw the funding and hand it over to the province to take responsibility for investment.
Mr. Trung further shared that the overpass project will impact the people, causing certain disadvantages such as disruption to their lives… Conversely, the completed construction will bring enormous benefits to the community, such as developing urban infrastructure, ensuring traffic safety, and minimizing environmental pollution…

Mr. Vo Van Hung, Chairman of the Thang Binh District People's Committee, said that land clearance for the construction of the railway overpass will somewhat affect some households engaged in business; commuting to school and for production will also be longer. However, the benefits are significant, and the community will benefit greatly. Regarding compensation and support rates, the local authorities will certainly apply what is most beneficial, but it must comply with the law.
Regarding the results of the survey and inventory records, there are still some disagreements among the people. The district requests that relevant agencies and units investigate and resolve these issues satisfactorily. Households wishing to resettle elsewhere should promptly submit applications for consideration and resolution by the competent authorities.
