In the old Binh Duong , by the time of the merger, the Public Security Department had built 11 "Safe residential areas for security and order and fire prevention" scattered across the areas. The Construction Management Board has regulations and rules on fire prevention and fighting, the use of electricity, fire and flammable and explosive substances in accordance with the characteristics and nature of the residential area's activities; there is a traffic system, water source for fire fighting, solutions to prevent fire spreading, and fire prevention and fighting equipment that ensures quantity and quality according to technical standards and regulations on fire prevention and fighting. In addition, 53 high-rise apartment buildings in the area have been inspected, handled for violations and forced to correct errors; 100% of apartment buildings have developed plans, practiced basic fire fighting plans and disseminated and trained in fire prevention and fighting skills.

After 10 years of implementing Directive No. 47-CT/TW of the Secretariat on "Strengthening the Party's leadership in fire prevention and fighting", Ba Ria - Vung Tau province (old) has organized 2,275 propaganda classes with more than 309,000 participants; 1,580 professional training classes for nearly 74,000 people; issued 70,689 certificates of training in fire prevention and fighting and rescue; built 9 models of fire prevention and fighting safety clusters of agencies and enterprises; 20 fire prevention and fighting safety residential areas; 727 inter-family fire prevention and fighting safety teams and 253 on-site fire fighting points.

In Ho Chi Minh City, in the face of many fires, the Propaganda and Mass Mobilization Committee of the Ho Chi Minh City Party Committee has requested functional departments and localities to widely and deeply propagate to Party committees, authorities, the Fatherland Front, socio-political organizations at all levels, heads of agencies and units to strictly and effectively implement the State's policies and laws on fire prevention and fighting and search and rescue... At the same time, propaganda and dissemination work must ensure substance and comprehensiveness; make compliance with the provisions of the law on fire prevention and fighting one of the criteria for assessing the quality of grassroots Party organizations, agencies, units and unions; especially heads of Party committees, authorities, agencies and enterprises must further raise awareness and take responsibility when fires and explosions occur, causing serious damage to people and property within their scope of leadership and management.

Strengthen the propaganda and dissemination of legal knowledge and fire prevention and fighting skills for cadres, civil servants, public employees and workers; regularly inspect, consolidate, improve and maintain the operation of on-site fire prevention and fighting forces and equipment; maintain the organization of on-duty and patrolling and guarding by grassroots fire prevention and fighting forces to promptly detect and handle fires and explosions. Strengthen prevention work, focusing on self-inspection, handling and overcoming shortcomings and violations of fire prevention and fighting safety conditions at the headquarters of agencies, units and workplaces. Regularly organize self-practice of fire prevention and fighting and rescue plans to proactively handle fire and explosion situations...

Ho Chi Minh City Police have also proactively organized reviews, inspections, and guidance on fire prevention and fighting solutions for multi-storey houses, multi-apartment houses, individual houses combined with production and business (including rental houses); requiring heads of establishments and household owners to commit and have a roadmap to implement fire prevention and fighting solutions issued by the City People's Committee.

Immediately after the fire at Doc Lap residential area, comrade Nguyen Van Duoc, Chairman of Ho Chi Minh City People's Committee, also requested relevant agencies to urgently overcome the consequences, support the victims' families, and immediately implement measures to tighten fire prevention and rescue work throughout the city. Especially in residential areas deep in alleys, collective houses, rented rooms, old apartments, and buildings with high fire risk. Continue to build inter-family firefighting teams and mobile firefighting teams to promptly respond to incidents; regularly train people in areas with high risk of fire and explosion on fire prevention and fighting knowledge and skills. Applying digital transformation in fire prevention and fighting work

Digital transformation (DTS) in fire prevention and fighting and rescue work is a necessary issue today. In a workshop on this issue in Binh Duong (Ho Chi Minh City), Dr. Nguyen Tuan Hoa, a member of the expert group advising on the development of the national digital economy and digital society strategy, said that implementing the Politburo's Directive on building digital production methods, the application of digital technology in the field of fire prevention and fighting and rescue does not stop at the level of perfecting and improving the efficiency of fire prevention and fighting and rescue activities according to the current operating method, but goes much higher, which is to build digital fire prevention and fighting and rescue methods.

Fire prevention and rescue activities using digital methods will detect and proactively prevent fires from occurring. The application of digital technology and other high technologies (new material technology, 3D printing technology, nanotechnology, AI, robots and automation, etc.) is primarily for fire prevention: Accurately identify potential risks of fire and explosion in real time using sensor systems (IoT) and other supporting devices, update fire and explosion warning maps for the entire area (neighborhood, city or province).

These data are inputs for smart fire prevention processes that can proactively prevent potential fire risks. The warning system (according to 4Fair) quickly detects fires in real time. If a fire does occur, it is immediately detected (in real time) thanks to the digital fire and explosion risk monitoring system. Detailed information about the fire: Location, nature, scale, risk of spreading, etc. is provided to the leaders of the Fire Police and Rescue Department and the digital Fire and Rescue procedures.

After receiving the information, the digital fire prevention and fighting procedures quickly process the data and provide the agency's leaders with the most optimal fire fighting plan. When the leaders agree to allow the system to automatically deploy fire fighting activities according to the approved plan, the system will automatically control the fire fighting equipment (drones, fire fighting robots, escalators, etc.) and use appropriate fire fighting materials (ABC powder, BC, CO2 gas, Foam, etc.) to extinguish the fire.

The goal of the Fire Prevention and Rescue Force is to proactively detect and prevent the risk of fire and explosion, and in case of an incident, always have the optimal plan to handle the fire immediately, in the shortest time possible.

According to Dr. Nguyen Tuan Hoa, to do this, it is necessary to build a digital infrastructure for the fire prevention and fighting and rescue industry, including: IoT infrastructure, technical infrastructure (connection, storage), data infrastructure, application infrastructure, and security infrastructure. In which, data infrastructure is the most important. Because data infrastructure has a decisive meaning for the entire digital transformation process because digital transformation can only be successful when there is data. In addition, it is also necessary to build a legal corridor for digital fire prevention and fighting and rescue, develop digital fire prevention and fighting and rescue forces, and gradually build a digital fire prevention and fighting and rescue culture throughout society...

It is hoped that the above model will continue to be researched and implemented to achieve maximum fire safety for megacities.
