| A construction project is being built right on the edge of the Lang Danh stream, causing residents to worry about the risk of flooding during the rainy season. |
According to observations by reporters at a section of Lang Danh stream flowing through residential area 3, Quan Trieu ward, and the area bordering residential area 10, Phan Dinh Phung ward, the stream bed in some locations has been narrowed by construction projects located close to both sides and above the stream surface.
Notably, in the area where residents complained about the construction of Le MacAron Kindergarten, the part of the structure above the stream has been dismantled following a request from the authorities.
However, the system of iron beams spanning the stream bed still remains; some structures, materials, and protective netting have not been completely removed, causing residents to worry that they will obstruct the flow of water during heavy rains.
Mr. Nguyen Khac Dung, residing in residential group 3, Quan Trieu ward, stated: "The encroachment on the stream has been ongoing for a long time. Previously, during heavy rains, the water level in this area rose rapidly and drained slowly, affecting the movement, daily life, and livelihoods of the residents. We have reported this to the authorities, requesting them to inspect and handle the structures showing signs of encroaching on the stream."
Sharing this concern, Ms. Tran Thi Kim Oanh, residing in residential group 10, Phan Dinh Phung ward, stated: "The dismantling needs to be thorough, not just limited to the structures above the stream. When there is heavy rain, the water carries garbage, mud, and branches; if it encounters iron beams, mesh barriers, or leftover construction materials in the stream bed, it can easily cause blockages, leading to rapid water level rise and directly affecting households living along the stream."
In addition, many households have also complained about some construction projects encroaching on the stream bed, reducing the drainage space of the entire area. These construction projects, if not inspected and addressed comprehensively, will distort the natural flow of the stream and affect the overall drainage capacity of the densely populated residential area.
In response to this situation, in 2025, the People's Committee of Thai Nguyen province issued Decision No. 2132/QD-UBND on the implementation of an emergency project to drain water from the Lang Danh stream, Cong Ngua, and Xuong Rong areas.
According to the plan, from December 1st to December 15th, 2025, households and organizations with structures encroaching on the Lang Danh stream area will be encouraged to voluntarily dismantle them and return the land to facilitate the clearing of the waterway.

Mr. Luu Anh Canh, Vice Chairman of the People's Committee of Quan Trieu Ward, said: The local authorities have taken note of the people's feedback and coordinated with relevant agencies in inspecting, persuading, and handling related cases. However, to fundamentally resolve the flooding situation in this area, the handling needs to be implemented synchronously and in accordance with regulations, ensuring both the clearing of the waterway and the strict maintenance of discipline in construction management and protection of the drainage corridor.
The policy has been established, and the period for encouraging voluntary dismantling has been implemented. The current issue is the need to continue reviewing and inspecting each location where structures, materials, and constructions pose a risk of obstructing the water flow; clearly identifying the responsibilities of the organizations and individuals involved; and simultaneously, developing a plan to decisively handle cases of delayed rectification or deliberate violations.
Protecting drainage corridors is not only a requirement in construction management, but also a responsibility to ensure the safety of the local community. With the rainy season approaching, the existing problems along the Lang Danh stream need to be resolved promptly.
