Can Tho: Two major wind power projects simultaneously commence construction.

On the morning of May 19th, in Can Tho city, Phu Cuong Wind Power Joint Stock Company held a groundbreaking ceremony for the Phu Cuong 1A and 1B Wind Power Plant Cluster project, including the 220kV substation (the project site is in Xung Thum B hamlet, Lai Hoa commune, Can Tho city).

According to a representative of Phu Cuong Wind Power Joint Stock Company, the ceremony was held to officially announce the commencement of construction of the 220kV substation, part of the Phu Cuong 1A and 1B Wind Power Plant Complex. This is a crucial infrastructure component within the overall project, playing a vital role in connecting, transmitting, and operating the wind power source after the project is implemented according to schedule. This event also marks an important step in the implementation of the 200MW wind power project, with a total investment of approximately VND 9,139.5 billion, contributing to supplementing clean energy sources for the national power system and promoting the development of renewable energy infrastructure in the Mekong Delta region.

The Phu Cuong 1A and 1B wind power plant complex is being implemented in the context of the increasingly urgent need for clean, stable, and sustainable energy for socio-economic development. Upon completion, the project is expected to contribute to increasing the electricity supply from renewable energy, supporting the energy transition goals and improving the power infrastructure capacity in the Southern region. The commencement of the 220kV substation also demonstrates the investor's commitment to fully preparing the legal and technical conditions and organizing the project's implementation in a systematic, safe manner, complying with legal regulations and aligning with the Government's, the Ministry of Industry and Trade's, and the electricity sector's orientation for the development of renewable energy sources.

The groundbreaking ceremony for the Phu Cuong 1A and 1B Wind Power Plant Complex, including the 220kV substation, marks the beginning of a large-scale renewable energy project in the Mekong Delta region. The project not only supplements the national power grid with clean electricity but also demonstrates the investor's commitment to developing sustainable energy infrastructure, linked to social responsibility and a green growth orientation.

“This project is a strategic link in Vietnam’s journey to realize its commitment to reducing greenhouse gas emissions, promoting green growth and sustainable energy transition,” affirmed Mr. Vuong Quoc Nam, Vice Chairman of the People’s Committee of Can Tho City.

On the same day (May 19th), in Vinh Chau ward, Can Tho city, the construction of the transformer substation and connecting power lines of the Soc Trang 4 Wind Power Plant Project was also commenced. The project is invested by Soc Trang 1 Energy Investment Joint Stock Company. This is one of the large-scale, strategic renewable energy projects aimed at concretizing the National Power Development Plan for the period 2021-2030 (Power Plan VIII). With a total investment of up to VND 14,500 billion, the project has a designed capacity of 350 MW, including 56 turbines with a capacity of 6.25 MW each, built on alluvial land and the sea area in Vinh Chau ward. The entire project is expected to be completed and operational in the fourth quarter of 2028.

“Upon completion, the plant is expected to provide a stable and abundant supply of clean electricity, approximately 1.174 to 1.3 billion kWh per year, to the national power grid, contributing to economic development, creating jobs, and working towards the goal of global environmental protection,” shared Mr. Le Tuan Dung, representative of the project's investor.

Speaking at the groundbreaking ceremony for the substation and connecting lines of the Soc Trang 4 Wind Power Plant Project, Chairman of the Can Tho City People's Committee Truong Canh Tuyen emphasized: “When officially operating commercially, the project will create an abundant source of green energy for the national power grid, helping to reduce emissions and protect the ecosystem sustainably. Besides its significance for energy security, the project also brings great strategic value in promoting the disbursement of public investment capital, creating new growth momentum for the Mekong Delta region, promoting economic restructuring, improving the investment environment, and creating jobs for local workers.”

To ensure the project is completed on schedule and maximizes investment efficiency, the Chairman of the People's Committee of Can Tho City requested the investor and contractors to uphold a high sense of responsibility, strictly adhere to all legal regulations on investment and construction; mobilize maximum resources and apply modern technology to ensure the project achieves the highest quality, absolute safety, and on schedule. City departments, agencies, and local authorities must proactively coordinate closely, regularly inspect and supervise to promptly resolve any difficulties and obstacles for the project. All officials, engineers, and workers should consider the construction of the project as a sacred political task, striving with the spirit of "overcoming the sun and rain," all for the development of Can Tho.

On this occasion, the investors also donated 1 billion VND to the Social Welfare Fund to help disadvantaged people in Vinh Chau ward and awarded scholarships worth 1 billion VND to Can Tho city, demonstrating their commitment to the local community and aiming for harmonious development between energy infrastructure investment, social responsibility, and sustainable value for the project area.

The simultaneous groundbreaking ceremony for two major wind power projects has profound political, economic, and social significance; it demonstrates the strong determination of the Party Committee, government, and people of the city in realizing the aspiration for rapid and sustainable development to propel Can Tho forward, on the occasion of the 136th anniversary of President Ho Chi Minh's birthday (May 19, 1890 – May 19, 2026).
