Can Tho strives to carry out many key projects

In 2023, the Can Tho City Construction Investment Project Management Board and contractors will strive to complete and put into use key projects of the city such as the Can Tho River embankment - Climate change response, projects to upgrade provincial roads, etc. At the same time, strive to start construction of many new key projects, especially the Chau Doc - Can Tho - Soc Trang expressway phase 1 - Component project 2 section through Can Tho city, starting construction in June 2023, to meet the development requirements of the city and connect traffic in the Mekong Delta region.

Construction of Can Tho riverbank embankment - Responding to climate change.

Can Tho City Construction Investment Project Management Board was assigned a capital plan to implement the city's key projects of more than VND 2,432.38 billion in 2023. Of which, local budget capital is more than VND 1,262.18 billion, central budget capital is more than VND 1,107.7 billion, and ODA capital is VND 62.5 billion.

Mr. Phan Minh Tri, Deputy Director of the Can Tho City Construction Investment Project Management Board, said: With the allocated capital, the Board and contractors focus on constructing key projects such as the Can Tho River embankment - Responding to climate change, Kenh Ngang bridge, construction and upgrading and expanding provincial road 917, provincial road 918 phase 2, provincial road 921: straight section (the starting point intersects with the Thot Not bypass and the end point intersects with the Can Tho - Soc Trang - Chau Doc expressway)... The remaining 4 bridges on provincial road 922 have been basically completed so far, contributing to the completion of the entire provincial road 922 project (construction and upgrading phase 1 from National Highway 91B to Co Do). At the same time, the Board also ensures the progress of implementing the Chau Doc - Can Tho - Soc Trang expressway phase 1 - Component project 2 section through Can Tho city, starting in June 2023. The Board is actively coordinating with localities in site clearance for this project, striving to reach 70% of the site clearance by June 30, 2023, and complete site clearance before December 2023. The Board is also implementing investment procedures to ensure conditions for starting construction of the Chau Doc - Can Tho - Soc Trang expressway phase 1 (section through Can Tho city) in June 2023.

Provincial Road 922 (construction and upgrading phase 1 from National Highway 91B to Co Do) has a route length of more than 29km, with a total investment of more than 1,494 billion VND from central support capital; including 2 bid packages (bid package 1 for construction of the main route and bid package 2 for construction of bridges and access roads to 4 bridges (bridges 8, 7, 6, 5). Of which, the main route of Provincial Road 922 was technically opened to traffic at the end of January 2022. To date, 4 bridges have been basically completed. Provincial Road 922 creates conditions for 4 districts of the city, namely Binh Thuy, O Mon, Thoi Lai and Co Do, to develop strongly, gradually completing the traffic infrastructure and expanding the urban space of the city.

The Can Tho River embankment project - Responding to climate change has a total length of 5.16km, including 4 packages, by the end of May 2023, the overall progress has reached about 73.2% (implementation value is more than 372.71/508.85 billion VND of total contract value). In which, the embankment section protecting the right bank from Cai Son bridge (An Binh ward, Ninh Kieu district) to the junction of the Anti-erosion Embankment Project in My Khanh market area, Phong Dien district is 2,710m long (including construction package 1 and package 2, progress reaching 76% and 59.7%); the embankment section protecting the left bank from Cai Rang bridge to Ba Lang canal (Le Binh ward, Cai Rang district) then towards Phong Dien district, total length 2,450m (packages 3 and 4, progress reaching 53.7% and 95.1%). The Board strives to complete this project in 2023 on the condition that Cai Rang and Ninh Kieu districts hand over the site for construction. Can Tho Riverbank Embankment Project - Responding to Climate Change in Can Tho City (loan capital from the French Development Agency - AFD), total approved investment of 1,095 billion VND, project implementation period 2016-2023.

The construction and upgrading of provincial road 917 is a group B project, a level II traffic project, with a total investment of VND 996.21 billion. The total length of the route is 11.45km (passing through O Mon, Binh Thuy and Phong Dien districts, 6.01km long), the starting point intersects with National Highway 91 and the ending point intersects with Nguyen Van Cu Street. The project has 4 construction and installation packages (including 1 package for lighting and traffic signal systems). The road construction packages started on April 10, 2023, and are currently excavating road frames, geotextiles, and filling the foundation with sand... The Board strives to complete the project by the end of 2024.

Provincial Road 918 Phase 2 is also a level II traffic project, with a total investment of more than 700 billion VND. The entire route is 6.27km long (passing through Binh Thuy District and Phong Dien District), the starting point connects with Vo Van Kiet Street at the intersection of Huynh Phan Ho Street and the end point connects with the end of Provincial Road 918 Phase 1 project, about 160m from Lo Buc Bridge. The project has 3 construction and installation packages (including 1 package for lighting and traffic signal system construction). The road construction package started on February 27, 2023, and is currently excavating the road frame, geotextiles, leveling the foundation sand... The Board strives to complete the project in 2024.

Provincial Road 921: the straight section (starting point intersecting with Thot Not bypass - ending point intersecting with Can Tho - Soc Trang - Chau Doc expressway) is a level II traffic project, with a total investment of more than VND 871.21 billion. The entire route is 10.524km long (passing through Thot Not district and Co Do district). The project has 6 construction and installation packages, the packages started in January and April 2023, focusing on construction at the locations of bridges and road sections; the implementation value of the packages has reached from about more than 5% to more than 25%... The Board strives to complete the project in 2024.

Expected to start construction of the entire route in June 2023, the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project Phase 1 has a length of about 188km and passes through 4 provinces and cities: An Giang, Can Tho, Hau Giang and Soc Trang. This is the central horizontal expressway of the Mekong Delta region, connecting the vertical axes, promoting the effectiveness of projects that have been and are being invested in, contributing to the development of the Mekong Delta region in the coming time. This project is assigned by the Central Government to localities as investors and construction implementers, with 4 component projects; of which, Component Project 2 - the section through Can Tho is invested by the Can Tho City Construction Investment Project Management Board.

The Component 2 project through Can Tho has a length of about 37.42km (the starting point is in Thanh Quoi commune, Vinh Thanh district and the end point is in Truong Xuan B commune, Thoi Lai district), with a total investment of VND 9,725 billion from the central and local budgets, and an implementation period of 2022-2027. This is a grade I traffic project, with phase 1 investment and construction including 4 lanes, with a road surface width of 17m, a design speed of 100km/h (operational speed of 80km/h).

Preparing for new projects

At the end of April 2023, the People's Committee of Can Tho City approved the Project to adjust the detailed construction planning at a scale of 1/500 of Tay Do Cultural Center, Can Tho City (in Decision No. 1074/QD-UBND), with an area of about 69.37 hectares, located in Hung Phu Ward, Cai Rang District. The City People's Committee also assigned the Can Tho City Construction Investment Project Management Board to develop an investment project based on the approved Project to adjust the detailed construction planning at a scale of 1/500 of Tay Do Cultural Center.

According to Mr. Phan Minh Tri, the Management Board of Can Tho City Construction Investment Projects is preparing to launch an architectural competition for the headquarters of the City People's Committee (Can Tho City Administrative Area), the Headquarters Project of the Office of the National Assembly Delegation and the People's Council of Can Tho City, to implement this project in the near future.

The Can Tho City Construction Investment Project Management Board is completing the investment policy documents for the administrative area technical infrastructure project, expected to be submitted soon. The project implementation period is 2023-2025. In addition, the Board is preparing to launch an architectural competition for the City People's Committee headquarters to ensure architectural consistency between the City People's Committee headquarters, the working blocks of specialized agencies, city departments in particular, as well as the entire administrative area in general. Strive to complete the competition in 2023, approve the project in 2024 and be able to start construction in 2025.

Project of the headquarters of the Office of the National Assembly Delegation and the People's Council of Can Tho City at the old location, expanding the land of the Department of Agriculture and Rural Development of the city, the Union of Friendship Organizations, the Management Board of the adjacent city's construction investment project; the land area after the expansion is 5,514.9m2 . The project is currently in the architectural competition, expected to start construction in 2024.
