From here, the story of socialization from the perspective of borrowing the name of the parents' association to campaign for the purchase of televisions, air conditioners, lights, fans... was once again raised with many concerns.
Sadness called "movement"
At Chuong Duong Primary School (District 1, Ho Chi Minh City), a homeroom teacher of a 4th grade class mobilized parents to contribute money to buy a personal laptop, because hers had just been lost. She bought a computer for 11 million VND, proposed that parents support 6 million VND, and she compensated 5 million VND. However, when creating a vote in the class's Zalo group, 26 parents agreed, 3 parents disagreed, and 9 parents had no opinion. After that, she texted back that she would not accept money from parents, she would buy it herself and not prepare the outline for students, asking parents to review for their children.
It is worth mentioning that during the voting, a parent voiced their disagreement, the teacher texted back asking which child the parent was from, and then locked the vote. In addition, the teacher directly took the money that parents contributed at the beginning of the year to buy some supplies for the class. When listing the expenses, she still wrote down 6 million VND to buy a laptop, and then had to delete this content because a member of the parent representative board commented.
The following days, students of class 4/3 came home to complain to their parents that Ms. H. let her students learn a lot through TV. She let her students watch YouTube for most subjects, even some of the answers on TV and let them copy them down.
The teacher’s series of actions made parents angry and students worried about going to school. By the morning of September 30, 24/38 students in this class were absent because they did not know that the school had temporarily suspended this teacher for 15 days.
From any perspective, it is against the rules for teachers to directly hold the fund of the parents' representative committee. Not to mention that this issue is very sensitive in the educational environment.
According to Dr. Vu Thu Huong - former lecturer at Hanoi Pedagogical University, the teacher's behavior of asking parents to contribute money to buy a personal computer for her is a violation of the regulations of the education sector, as well as a violation of the ethical qualifications of teachers. The education sector as well as localities have issued documents regulating which fees are allowed and which are not allowed, especially fees for purchasing and equipping individual teachers are not allowed, schools, teachers and parent representatives need to comply.
In addition, the teacher's words, attitude, and teaching methods after the incident of unsuccessful laptop purchase support have further angered parents. As a teacher, her offensive behavior is really hard to receive sympathy from anyone, so it is understandable that the parents of this class want to change teachers. This is a lesson for teachers to review themselves, learn from experience in how to behave with parents and students, and clearly understand their responsibilities and positions.
It is necessary to strictly prohibit the borrowing of the name of the parents' association to collect money.
In the Draft Law on Teachers, which is being finalized by the Ministry of Education and Training, it is clearly stated that one of the responsibilities of teachers is to “preserve the qualities, prestige, honor, and professional ethics of teachers”. The Draft Law also strictly prohibits teachers from “insulting the dignity, honor, and body of students”. However, there is no section on how to handle violations if discovered, so it seems that it is not enough to convince or prevent these wrongdoings. Many opinions support the view that it is necessary to strictly prohibit the use of the name of the parents’ association to collect money from parents in any form. Currently, many places, under the name of socializing education, ask parents to mobilize to buy a lot of equipment such as projectors, printers, televisions, smart boards, etc., but in reality, the amount of money collected is not public and transparent. Even though the classrooms already have air conditioners left by previous classes, they are still required to pay for air conditioners or collect "air conditioner rental" fees higher than buying new ones, causing public outrage.
Emphasizing that regulations to prevent overcharging are in place, but every year, especially at the beginning of the school year, overcharging occurs in many places, Dr. Nguyen Tung Lam - Chairman of the Education Council of Dinh Tien Hoang High School (Hanoi) said that it is necessary to strictly handle the responsibility of the school head if overcharging occurs. It is necessary to strengthen supervision and thoroughly instill the ideology in all teachers so that similar actions do not occur, so that the school environment is truly safe and trustworthy for parents to feel secure in sending their children.
“Currently, the Inspection Board of the Ministry of Education and Training, departments, and sectors are operating very effectively, but parents often “avoid” reporting here because they are afraid that their children will be bullied and discriminated against at school. Even when the behavior has been reported, some parents are still worried and request to remove their names and those of their children to avoid being implicated. Therefore, I think that we should report vertically, but there also needs to be a plan to protect parents and students, otherwise it will be very difficult to receive these reports,” Dr. Vu Thu Huong suggested.
