The Da Nang land reclamation urban development project lies in ruins due to violations.

The Da Phuoc International New Urban Area project has been left unfinished and abandoned for many years due to its involvement in the "major case" of Phan Van Anh Vu (aka Vu Nhôm), which remains unresolved, causing a significant waste of land resources in Da Nang. The project is located on Nguyen Tat Thanh coastal road, spanning two wards, Thuan Phuoc and Thanh Binh, in Hai Chau district. It was once expected to be the most luxurious urban area in Da Nang.

Viewed from above, the project resembles a crescent moon, hence its nickname "The Crescent Moon." In November 2006, Da Nang City and Daewon Company (South Korea) signed a cooperation agreement to develop this project. Following the agreement, the South Korean investor leveled the land, built infrastructure, and handed over approximately 64 hectares to Da Nang for management. Of this, 29 hectares were allocated by Da Nang City to Construction Company 79 (chaired by Phan Van Anh Vu) to form a joint venture with Daewon Company to build houses for sale, approximately 25 hectares were used to build a city cultural center, and 10 hectares for a software park.

However, on August 14, 2020, the Government Inspectorate concluded that the Da Phuoc International Urban Area Project had numerous violations. Also in 2020, the Appellate Court of the Hanoi People's Court ordered the Da Nang City People's Committee to revoke the entire 29-hectare project in the Da Phuoc area. Since then, all construction work on this urban area has been halted. According to VTC News' observations on July 3rd, a series of unfinished buildings and structures are now deteriorating.

Due to irregularities, dozens of high-rise buildings in the Da Phuoc New International Urban Area are left unfinished, abandoned, and deteriorating, resulting in a waste of land resources.

The construction site is unfinished, with the steel reinforcement bars sticking out like spikes, exposed to the sun and rain for many years.

In early 2022, the Prime Minister approved the establishment of a Steering Committee to address the difficulties and obstacles facing Da Nang and unlock resources for development. Regarding the implementation of inspection conclusions and judgments related to the 29-hectare project in the Da Phuoc New International Urban Area, the Prime Minister assigned the Ministry of Natural Resources and Environment to lead and coordinate with the Ministry of Finance and relevant agencies to guide the Da Nang People's Committee in implementing the decisions within its authority and in accordance with the law. To date, the difficulties and obstacles of this project have yet to be resolved.

Recently, at a meeting with constituents in preparation for the 5th Session of the 15th National Assembly, held on the afternoon of April 27, 2023, by the Da Nang City National Assembly Delegation, in response to constituents' requests regarding illegal and abandoned projects in the area, the Secretary of the Da Nang City Party Committee, Nguyen Van Quang, stated that to resolve the obstacles and problems, such as those at the Da Phuoc New International Urban Area Project, the city government has proactively addressed issues within its jurisdiction and reported those outside its authority to higher authorities. These issues are currently being considered by the relevant authorities, as they are very complex and not covered by existing laws. It is hoped that in the near future, the authorities will provide guidance to Da Nang to develop concrete solutions, gradually resolving difficulties and obstacles, and unlocking resources to foster the city's development.

The difficulties and obstacles in enforcing the judgment of the Hanoi High Court of Appeal have yet to be resolved, and the "mega-project" Da Phuoc International New Urban Area remains a dilapidated construction site dominating the seafront of Da Nang Bay.
