Da Nang coastal urban area project is in ruins due to violations.
The Da Phuoc New International Urban Area project has been unfinished and abandoned for many years because of the Phan Van Anh Vu (aka Vu Nhom) "big case" that has not been resolved, causing a huge waste of Da Nang's land resources. The project is located on Nguyen Tat Thanh coastal road, spanning two wards, Thuan Phuoc and Thanh Binh, in Hai Chau district. This project was once expected to be the most luxurious urban area in Da Nang.
From above, the project looks like a crescent moon, so it is also called "Crescent Moon". In November 2006, Da Nang City and Daewon Company (Korea) signed a cooperation agreement to develop this project. After the agreement, the Korean investor leveled and built infrastructure, and handed over about 64 hectares to Da Nang for management. Of which, 29 hectares were assigned by Da Nang City to Construction Joint Stock Company 79 (chaired by Phan Van Anh Vu) to contribute capital to a joint venture with Daewon Company to build houses for sale, about 25 hectares to build the city's cultural center, and 10 hectares to build a software park.
However, on August 14, 2020, the Government Inspectorate concluded that the Da Phuoc International Urban Area Project had many violations. Also in 2020, the High-level People's Court of Appeal in Hanoi assigned the Da Nang City People's Committee to revoke the entire 29-hectare project in the Da Phuoc area. Since then, this urban area has had to stop all construction work. According to VTC News reporters on July 3, a series of unfinished construction works and buildings are currently deteriorating.
Caught in violations, dozens of unfinished high-rise buildings in the new Da Phuoc International Urban Area are now abandoned and degraded, causing waste of land resources.
The construction project is unfinished, the steel system is as bristling as spikes exposed to the sun and rain for many years.
In early 2022, the Prime Minister agreed to establish a Steering Committee to remove difficulties and shortcomings in Da Nang, and to open up resources for development. Regarding the implementation of inspection conclusions and judgments related to the 29-hectare project in the Da Phuoc New International Urban Area, the Prime Minister assigned the Ministry of Natural Resources and Environment to preside over and coordinate with the Ministry of Finance and relevant agencies to guide the People's Committee of Da Nang City to implement it within its authority and in accordance with legal regulations. To date, the difficulties and obstacles of this project have not been resolved.
Recently, at the Conference to contact voters to prepare for the 5th Session of the 15th National Assembly, organized by the National Assembly Delegation of Da Nang City on the afternoon of April 27, 2023, responding to voters' petitions on illegal and abandoned projects in the area, Secretary of the Da Nang City Party Committee Nguyen Van Quang said that in resolving difficulties and problems such as those in the Da Phuoc New International Urban Area Project, the authorities have proactively resolved those issues that are under the authority of the city, and those that are not under the authority of the city have reported to the competent authorities. These issues are being considered by the competent authorities, because these are very difficult issues, not included in the provisions of the law. Hopefully, in the coming time, the competent authorities will direct Da Nang to have specific solutions, gradually removing difficulties and obstacles, and unlocking resources to create development for the city.
The difficulties and obstacles in executing the judgment of the High People's Court of Appeal in Hanoi have not been resolved yet, the "super project" Da Phuoc New International Urban Area is still a desolate mega-project blocking the sea of Da Nang Bay.
