Tay Thanh commune is located 19km west of Yen Thanh district center, with a natural area of 2071.79 hectares, separated from Quang Thanh commune since 1999, distributed into 16 hamlets, in 2019 merged into 8 hamlets, with 1715 households, 7750 people. It is a low mountainous terrain, fertile land, with National Highway 48E and Provincial Road 538D running through.

In 2024, realizing that people's spiritual needs are improving day by day after the Covid 19 pandemic. People's desire to perfect cultural institutions is increasingly urgent.
Seizing the opportunity, the Party Committee of Tay Thanh commune held a meeting to issue a Resolution, determined to complete the construction and reach the advanced new rural area by 2024. To reach the finish line, 19 criteria must be achieved, including criterion number 6 on culture. The most difficult criterion in this criterion is still the implementation of cultural institutions.
After the Resolution on building a commune to meet advanced new rural standards by 2024. The Party Committee of the commune directed the Party cells of the hamlets to meet to issue a resolution for implementation. The hamlets held meetings to solicit people's opinions, deploy the content, methods, and implementation items, and received consensus from the people.

Along with the support money from the Commune People's Committee, the hamlet committee has actively mobilized funds from the people to carry out the items. In particular, the people contributed funds to build, repair, upgrade, and purchase items of cultural institutions.
Up to now, all 8/8 hamlets, the basic cultural institutional works have been completed and put into use with a total cost of nearly 8 billion VND. Of which, the Commune People's Committee allocated a budget to support more than 4 billion VND, the hamlets mobilized social resources for nearly 4 billion VND.

The construction implementation has received the consensus and support of the majority of people. During the implementation process, the hamlet established a committee called the construction committee, using the hamlet's capital resources with assigned treasurers, secretaries and members to manage the spending of the people's capital and gain the people's trust. Thanks to that, in a short period of time, the hamlet completed a new, spacious cultural and sports center and cultural house, improving the people's lives, creating a livable countryside.

Not only in Tien Son hamlet, other hamlets in Tay Thanh commune are implementing and performing well the work of "skillful mass mobilization" in the movement to build cultural institutions at the grassroots level with flexible and creative methods suitable to the actual situation.

Focus on key tasks, improve advisory work, direction, guidance on implementation, propaganda and mobilization integrated into the movement to build cultural families, cultural villages, and mobilize socialization in building cultural institutions.
For mass mobilization to be successful, the work of propaganda and mobilization of the people must be strengthened. Many hamlets have established propaganda and mobilization teams to carry out mass mobilization work to each household in the "slow and steady" manner.
Awareness and responsibility of the people have changed positively, all hamlets have built village covenants. Specific contents on cultural lifestyle stipulate the implementation of the Party's guidelines and policies, and the State's policies and laws.

In addition to Tien Son hamlet, all cultural institutions, in the commune, 7/7 hamlets have also built new items, renovated, repaired, and upgraded cultural institutions.
Up to now, Tay Thanh commune has successfully built a new rural appearance, the new rural area has been improved, the infrastructure has been increasingly improved to meet the development needs of the commune, the social culture has been developed, the environment has been protected, and people's lives have been increasingly improved.
To do that, the commune mass mobilization bloc and hamlet mass mobilization teams have organized and developed plans and programs for mobilizing cadres and party members. In particular, the people have supported and mobilized their contributions to build cultural works, auxiliary works, and entertainment areas in hamlets, contributing to achieving cultural criteria in building communes that meet advanced new rural standards.

To build Tay Thanh commune to develop dynamically, quickly and sustainably in the West of Yen Thanh district. In recent years, the Party Committee of the commune has focused on leading and directing the completion of 5 key tasks and 3 breakthroughs set out in the Resolution of the 29th Party Congress of the commune, term 2020 - 2025.

Since the beginning of the year, the commune has oriented the front organizations, unions, and hamlets to register to build skillful mass mobilization models in all fields, thereby contributing to building advanced new rural areas in the commune.
