Representative Duong Khac Mai (Dak Nong Delegation) strongly agreed with the drafting of the Law on Urban and Rural Planning to improve policies and laws on planning, harmoniously combining urban development with the construction of new rural areas, and meeting the requirements of sustainable socio -economic development.

However, according to Mr. Mai, in the trend of opening up to and absorbing influences from many cultures, urban and rural planning is facing major challenges, most noticeably in terms of architecture. Globalization, modernization, and urbanization have given rise to some negative impacts on the value of traditional architecture. Rural landscapes are also gradually losing characteristic cultural symbols such as banyan trees and village communal houses. Traditional houses are being replaced by tube houses, houses with foreign architectural styles, and standardized architecture.

Therefore, to ensure sustainable development planning, according to Mr. Mai, Article 7 on the principles of urban and rural planning activities needs to be supplemented with the principle of protecting, inheriting, and promoting traditional values ​​and national cultural identity, and respecting the cultural space of different regions.

According to National Assembly Deputy Le Huu Tri ( Khanh Hoa Delegation), the draft Law has logically and clearly designed nine new content groups compared to current legal regulations to ensure consistency and uniformity in the legal system regarding planning and related laws. This meets the requirements for implementing construction investment projects. Some notable new contents include clearly defining the urban and rural planning system according to types and levels of planning; delineating, decentralizing, and delegating authority in the preparation, appraisal, approval, and adjustment of urban and rural planning; and simplifying the procedures for preparing, appraising, and approving plans to meet the requirements of improving the investment and business environment.

Mr. Tri assessed that this represents a significant shift in thinking regarding urban and rural planning. The new provisions of the draft law will address many obstacles, facilitating investment, construction, development, and improved management efficiency in urban and rural areas. Simultaneously, it will enhance the quality of planning, meeting the requirements for sustainable urban development, management, and construction in Vietnam.

Mr. Tri also suggested that the draft Law needs clearer regulations regarding the content of different types and levels of urban and rural planning, in accordance with provincial planning. At the same time, it needs to clearly define the requirements for zoning plans and detailed plans when the boundaries of the planned areas overlap or intersect between functional zones and urban areas, between functional zones and rural areas, and between urban and rural areas.

According to Representative Hoang Van Cuong ( Hanoi Delegation), urban planning and rural planning are two distinct but intertwined categories. Therefore, the development of a Law on Urban and Rural Planning is essential to create a synchronized planning system that ensures integration, comprehensiveness, avoids overlapping plans, and harmoniously combines urban development with rural construction.

"The drafting of this Law is also an opportunity for us to comprehensively review the planning related to urban and rural areas in order to have a logical, hierarchical planning system that serves as a foundation and basis for implementing lower-level plans while also concretizing higher-level plans," Mr. Cuong said.
