Cao Bang: The Law on Physical Education and Sports is implemented seriously, synchronously and in accordance with the actual situation in the locality.

Cao Bang Provincial People's Committee has just issued report No. 2345/BC-UBND summarizing the implementation of the 2006 Law on Physical Education and Sports and the 2018 Law amending and supplementing a number of articles of the 2018 Law on Physical Education and Sports.

The report stated that under the attention and direction of Party committees and authorities at all levels and the active coordination of agencies and socio -political organizations in implementing the Law on Physical Training and Sports. People's awareness of the role of physical training for health has been increasingly enhanced. Some districts and cities have actively organized physical training and sports activities associated with political , cultural and social events, creating a vibrant competitive atmosphere among the masses.

Specifically, the work of developing and promulgating documents to implement the Law on Physical Training and Sports has been carried out seriously, synchronously and in accordance with the actual situation in the locality. The Provincial People's Committee has issued plans, documents directing and guiding the implementation, and at the same time assigned specific tasks to Departments, Branches and localities.

The dissemination and popularization of the Law on Physical Training and Sports is carried out regularly, with a focus and key points, with many appropriate forms, closely following the practical conditions in the locality. The content of the dissemination focuses on the provisions of the law, the policies of the Party and the State on the development of physical training and sports; at the same time, clarifying the roles and responsibilities of agencies, organizations and individuals in organizing the implementation of the law.

In the period of 2017-2025, the mass sports movement in the province has clearly developed, attracting more and more people to participate. Sports activities are organized in a rich and diverse form suitable to the conditions of each locality, gradually expanding in scope and participants, especially at the commune and hamlet levels in the area. The number of people practicing sports regularly and the number of sports families are higher year after year. The rate of people practicing sports regularly reached 26.0% in 2017, increasing to 30.5% in 2024; the rate of sports families increased from 16% to 20.5%. This shows that people's awareness of the role of sports in improving health is increasingly enhanced.

Mass sports activities are regularly organized from the provincial to grassroots levels, with an average of 10-15 provincial sports activities organized annually, focusing on Olympic Running Day for the health of all people, volleyball, football, badminton, table tennis, tennis, cycling races, etc. Tournaments are regularly held at the provincial, district and commune levels, attracting a large number of people from all walks of life to participate. The network of sports clubs continues to develop, contributing to maintaining the regular training movement at the grassroots level.

By 2024, the whole province will have over 650 sports clubs and hobby groups, nearly double that of 2017, with many models suitable for each target group such as: the elderly, youth, women, civil servants, etc. The sports movement among students, civil servants, the elderly and workers is also interested in through programs such as Phu Dong Sports Festival, Athletics, High School Basketball, Sports Festivals for Industries, Sports Festivals for the Elderly, etc. Thereby, not only contributing to physical training but also strengthening the spirit of solidarity and healthy lifestyle in the whole society.

Sports facilities from 2017 to present have been invested and developed, contributing to improving training conditions and organizing sports activities in the area. Some typical projects include: renovating and repairing the Provincial Training and Competition House; minor repairs at the Provincial Stadium; investing in competition and training equipment for high-performance sports such as martial arts, athletics, badminton... In the province, many localities have built new and put into use practical sports facilities such as: mini artificial turf soccer fields, badminton courts, volleyball courts, basketball courts, pickleball courts, table tennis courts, indoor and outdoor multi-purpose courts... gradually meeting the regular sports training needs of the people.

With high-performance sports, from 2017 to present, Cao Bang province has actively implemented the development of high-performance sports and achieved many positive results, with the scale of activities increasingly expanding, the number of tournaments increasing over the years and professional quality constantly improving.

In total, the province's athletes won 998 medals at regional, national and international competitions, including 219 gold medals, 354 silver medals and 425 bronze medals. From 45 medals in 2017, by 2024 the province reached the highest level with 250 medals (63 gold medals). This result reflects the systematic investment process, the efforts of the athletes, coaches and the right direction of the province's sports industry.

Sports with strengths such as Martial Arts, Athletics, Badminton, Chess, Dance Sports, etc. continue to be maintained and developed; many young athletes have gradually affirmed their abilities through achievements in major tournaments, contributing to raising the position of the province's sports. Along with the process of developing high-performance sports, Cao Bang has maintained a stable system of teams at all levels, including gifted teams, youth teams and provincial teams; at the same time, organizing the annual recognition of athletes, building and implementing a systematic and effective training, coaching and competition plan.

Participating in all National Sports Festivals demonstrates the seriousness and stability in the organization, training and development of high-performance sports in the province. At the 2018 Congress, Cao Bang won 1 silver medal and 3 bronze medals; by 2022, the achievements were raised with 1 gold medal, 5 silver medals and 3 bronze medals, showing progress in professional quality and effectiveness in preparing athletes. Along with that, the system of policies to support athletes and coaches is increasingly being improved and implemented effectively. Resolution No. 79/2021/NQ-HDND and Resolution No. 41/2024/NQ-HDND stipulate special nutritional regimes and high-performance reward regimes, contributing to ensuring training and competition conditions as well as creating motivation for athletes and coaches to work with peace of mind and make long-term contributions to the province's sports.

In the coming time, in order to continue promoting the implementation of the Law on Physical Training and Sports, the Provincial People's Committee proposes to continue perfecting the mechanism and policies on management and organization of physical training and sports activities in accordance with local conditions and current legal regulations; review and amend issued documents to suit the new period.

Strengthen the organization of the state management apparatus for physical training and sports from the provincial to the grassroots level; arrange specialized staff for physical training and sports at the district and commune levels instead of holding concurrent positions, ensuring organizational stability and improving the effectiveness of task implementation.

Strengthen training and development of sports officials in a specialized direction, suitable to the assigned functions and tasks. Encourage coaches and sports officials to participate in long-term and short-term training courses organized by the Ministry of Culture, Sports and Tourism.

Develop medium- and long-term financial plans to ensure budget balance between grassroots and high-performance sports; study and promulgate mechanisms to encourage socialized investment in the form of public-private partnerships in the field of physical education and sports.

Applying information technology in sports management: digitizing data on managing athletes, coaches, facilities and tournaments; building a software system for reporting statistics, registering competitions and monitoring the progress of implementing plans.
